Meeting called to order by Mayor Clarence A. Graves
Present: MayorClarence A. Graves Trustees:R.C. Brodie, Henry Dannels,
A.G. Fisk, Charles Herzog, Jess Poling, George Watson.
Also Presnet: Verne H. Fenton, Town Clerk
This special meeting called by Mayor Clarence Graves, for the purpose
of considering a proposal by Trustee A.G. Fisk, President of the Estes
Park Rodeo Association,'for the construction of additional horse
stalls at Stanley Park.
The Estes Park Area Recreation Committee, consisting of Fred Clatworthy,
E.R. Anderson, M.H. Soglow, Ralph Reed and Edger Stopher met with
the Board. Following a leggthy and detail discussion, the Recreation
District Committee presented the following statement and recommendation
to the Council:
The Estes Park Rodeo Association desires to promote Arabian Horse Shows
at Stanley Park to begin during the summer of 1955. Said shows would
be sponsored by the Arabian Horse Club of Colorado, under National
Arabian Horse Club sanction. Proceeds from the shows would be divided
75% to the Rodeo Association and 25,E to the Arabian Horse Club of
Colorado.
In order to promote the shows it is necessary for 60 additional box
stalls to be constructed at Stanley Park. To finance such construction
0 6,000.oc plus interest for a two or three year period would have to
be obtained by the Rodeo Association. The $6,000.00 could be pro-
cured by the Rodeo Association in exchange for a note bearing interest
at 6%. The Estes Park Area Recreational District Committee has been
asked to furnish security for the note.
After due consideration by the committee which believes the construc-
tion of the stalls to be essential to the further promotion of western
recreational entertainment and recreation for our Bummer visitors,
the following recommendation is respectfully made;
The sum of $ 2,000.00 from funds collected from the cigarette tax
(Ordinance No. 137) and available as of July 1, 1955, be expended as
part payment of the $ 6,000.00 needed upon completion of the box
stalls provided:
1. At least three separate bids for construction not to exceed a
total coat of $ 6,000.00 be obtained and that the lowest reliable
contractor be employed.
2. A three year contract to begin during the summer of 1955 for use
of the facilities be obtained from the Arabian Horse Club of Colorado.
It is further recommended that in order to secure payment of the
remaining $ 4,000.00 plus interest, due during 1756 & 1957, that siad
cigarette tax funds be used to pay the difference between all profits
derived from Rodeo Association actifities at Stanley Park, (excluding
the annual roof -top rodeo) and the $ 2,000.00 payment plus interest,
due in 1956 and 1957.
After further review, Trustee Fisk moved that the recommendation by the
Committee be approved. Trustee Watson seconded the motion. Upon roll
call said motion carried by the following vote: Those voting "Yes" Trustees
Brodie, Dannels, Fisk, Poling and Watson. Those voting "No" none.
Trustee Dannels presented an application for water service, to serve
three house trailers, submitted by Mr. E.H. Gray, and moved that the
application be approved under existing regulations and applicable
tap fees. Trustee Watson eeconded the motion. Upon roll call said
motion unanimously carried.
There being no further businese, the meeting adjourned
