Graves Meeting called to order by Mayor Present: Mayor Clarence A. Graves Trustees: Henry Da Charles Herzog, Jess Poling, George Watson. Also Present: 'Verne H. Trustee Herzog moved that the following bills be allowed and paid and that the Clerk be authorized to draw warrants for same: Trustee Dannels seconded the motion: Acme 3anitary Supply, eu-dolies 3 15.25 R.H. Mr. Cassidy of Estes Park, appeared before the Boord, and ask whet plans were being made to extend municipal water service to the Fisk Creek area. The Clerk reported that he hnd mailed a questionaire to property owners in the area outlining a possible method of pro— ceedure and that 17 returns were received against the proceedure and 7 in favor. After discussing the question, Mr. Cassidy stated that he would contact the property owners to see if another type of p:ro-. posal could be agreed upon. Members of the Estes Park Planning Commission, including Charles Hix, G.H. Gillen, Dr. Mall, E.R. 3mith and Glenn Prosser, appeared before the Board, stated that they had completed their program upto the point of employing a Planning Engineer and Consultant. The Committee also stated they had invesigated and interviewed. Panning Engineers and recommended that the Council budget the necessary funds and employ the services of Trafton Bean and Associates of Boulder, to prepare and complete a master plan for the Town and fringe area. Following a review of the proposal, Trustee Poling moved that the Town budget $ 4,800.00 for planning services for 1956. Trustee Herzog seconded the motion. Upon roll call said motion unanimously carried. 345 Mohni of Coto Park, Lorimer County, Colorado, , 19 ----- Minutes of a meeting of the Board of Trustees of the Town of Estes Park, Lorimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park on the. day of , A.. D. 19 at regular meeting hour. Meeting called to order by Mayor__ Present: Mayor • - Trustees: Upon reccomendation of the Committee, the Board agreed to ask. Mr. Trafton Bean to'be present at the next regular meeting. Trustee Poling reported that the cost of extending the black canyon stream culvert from Elkhorn Ave. to the Big Thompson river, in order to provide parking space, would be prohibitive at the time. Trustee Fisk reported on the present status of the Estes Park Rodeo Association and Stanley Park°. Trustee Fisk stated that in hie opinion, in order for the Association to conduct a seriesof successful events at 3tanley Park next season, it would be necessary for the Town to underwrite the cost up to 4 10,000.00, and moved that the Town so do. Trustee Watson seconded the motion. The question was discussed in detail by all members of the Board. Upon roll cell the motion was lost by the following vote: Those voting "Yes" Trustees Fisk and. Watson. Those voting "No", Trustees Dannels, Herzog and Poling. Trustee Fisk then ask if the Board would bc willing to lease 3tanley Park to a group of individuals for the purpose of conducting a Rodeo and, horse show events. The question was mentioned as to whether or not such an arrangment would be legal, and the Clerk was instructed to contact the Town Attorney regarding the proposal. A letter was read to the Board from Mr. Jack hitt, withdrawing his application, now on file, for a 3.2% beer license. An application from Mr. Ben Pickering, for a water tap in Charles Heights, was presented to the Board- Trustee Dannels moved that it be approved. Trustee Herzog seconded the motion. Upon roll call said motion unanimously carried. In discussing the administration of Lake Estes, the Board unanimously declared that a "No Hunting" regulation be put into effect on and around. Lake Estes. With the Rpproval of the Board, Mayor Graves appointed.TrustOe Chas. Herzog to represent the -Town on the advisory committee to the Metropolitan Recreation District. The Clerk presented compiled statements of receipts and disbursements of all Town departments for the pest two years, together with an imcomplete budget for 1956. The Board reviewed the finances and completed the budget, whereupon Trustee Watson introduced the follow- ing Ordinance and moved that it be adopted: ANNUAL APPROPRIATION ORDINANCE FOR THE FI3CAL YEAR BEGINNING JANUARY 1, 1956 AND ENDING DECEMBER 31, 1956, FOR THE TOWN OF ESTE3 PARK, COLORADO. Trustee Fisk seconded the motion. Upon roll call said motion carried and said Ordinance passed by the following vote: Those voting Yes, Trustees Dannels, Fisk, Herzog, Poling and. Watson. Those voting "No" None. Whereupon Mayor Graves declared said Ordinance Passed, ordered it numbered 157'and published according to law.
