Meeting of the Technical Review Committee for Stanley Historic District –
Carriage House, Phase I
June 14, 2011, 1:00 p.m.

Chair Chilcott called the meeting to order at 1:00 p.m.
Each committee member was introduced. Chair Chilcott stated the committee would
review the application for compliance with the Stanley Historic District Master Plan, and
would consider any requested waivers to the plan.
Tom Dieffenbach, Director of Projects for the Grand Heritage Hotel Group, gave a brief
overview of the application to renovate the Carriage House on the Stanley Hotel
property. Phase I would involve restructuring the Carriage House up to the current 2009
International Building Code standards, and finishing the exterior of the building to the
original design. He stated new carriage doors would be built and installed in their
original locations. The awning that is currently on the plans is to be removed from the
plans, and the existing awning will be removed from the building. New windows with
glass panes will be built and placed at the original locations, matching what is on the
existing Concert Hall. The exterior walls will have metal corners to cover the mitered
siding, and architectural shingles will be placed on the roof to match the other existing
roofs.
Phases II and III will include parking, landscaping, restrooms, media room, garages,
and the scraping and rebuilding of the original north leg of the Carriage House to
historical accuracy.
Mr. Dieffenbach stated he would not be seeking public occupancy of the Carriage
House until Phases II and III were complete.
Committee Discussion:
Member Lane questioned the discrepancies between the plans and the Historic
Structure Assessment of the Stanley Carriage House, produced by Long Hoeft
Architects in 2002. Specifically, the dimensions of the doors, door trim, windows, and
window patterning showed significant discrepancies. It was recommended to have the
plans match the Historic Structure Assessment. He stated the Historical Structure
Assessment was prepared by a very knowledgeable professional historic architect, and
it was his opinion that the details should be considered accurate. Members Kilsdonk
and Chilcott agreed with Member Lane’s recommendation.

Member Lane clarified that the Stanley Historic District Master Plan refers to the Town
ordinance, which refers to the required standards spelled out in the Secretary of the
Interior’s Standards for the Treatment of Historic Properties. If evidence different from
the Historic Structure Assessment could be produced, it could be reviewed and a
decision made as to whether or not to accept it as accurate.
Member Thorp clarified that public occupancy of Phase I will not be allowed until
Phases II and III have been completed, including parking and landscaping.
Member Kilsdonk recommended all documentation on the renovation be provided to the
State Historical Society.
Recommendations:
1. Pre- and post-construction documentation, with photos, be submitted to the State
Historical Society.
2. Revise Sheet S1.12 to more closely match the window and carriage door details
as stated in the Stanley Historical Structure Assessment.
The committee will meet again once plans for Phases II and III have been submitted.
Chair Chilcott stated the minutes from the meeting would be available within one week,
and distributed to the committee and the applicant. Mr. Dieffenbach agreed to provide
the revised plans to the Building Division and Chair Chilcott. Chair Chilcott will forward
plan copies to committee members.
Mr. Dieffenbach stated one of the additional phases will include the scraping and
rebuilding of the existing L-shaped building, and asked if the committee had concerns
about that. There were none.
Chair Chilcott stated all trenched conduit work currently going on near the Carriage
House would need to be inspected by the State Electrical Inspector. Mr. Dieffenbach
agreed and stated that project was unrelated to Phase I.
It was moved and seconded (Chilcott/Halburnt) to approve the submitted plans for
the Carriage House, Phase I, with the recommendations for revisions by the
Technical Review Committee relating to window and door details; to submit pre-
and post-construction documents, with photos, to the State Historical Society;
and to comply with the Secretary of the Interior’s Standards for the Treatment of
Historic Properties; and the motion passed unanimously.
The meeting was adjourned at 1:32 p.m.
