RESOLUTION71-20SETTINGPAIDPARKINGFEESFOR2021,ESTABLISHINGPARKINGPERMITFEES,ANDADOPTINGPARKINGPERMITRULESANDREGULATIONSWHEREAS,theBoardofTrusteesoftheTownofEstesParkhasadoptedChapter10.06oftheMunicipalCode,authorizingtheimplementationofseasonaldailyparkingfees;andWHEREAS,section10.06.040providesforpermitsinlieuofpaidparking,governedbyrulesandregulationstobeapprovedbytheTownBoard;andWHEREAS,section10.04.040allowsforovernightparkingwhereauthorizedbyaTown-issuedparkingpermit;andWHEREAS,theBoardofTrusteesintendstoreviewtheratesforpermitsandparkingfees,aswellastheseasonalapplicabilityofparkingfees,onanannualbasisforconsistencywithitsparkingmanagementobjectives;andWHEREAS,itisnecessarytodetermineparkingfeesforplanningandbudgetingpurposessoasnottoimpairthecontinuityofoperationsfortheTown’sPublicWorksDepartmentParkingandTransitDivision.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:1.ThefollowingdailyparkingfeesinEstesParkshallbeimplementedandenforcedforthe143-day(20-week)visitationseasoncommencingonFriday,May28,2021andterminatingonSundayOctober17,2021,inclusive.2.Dailyparkingteesshallbe$2.00perhourbetweenthehoursoflOamand6pm,sevendaysperweek.3.Dailyparkingfeesshallbecollectedfor703parkingstalls(32%of2,174totalstallsavailablesystem-wideand68%ofthe1,022stallslocatedinthedowntowncore)ineightpublicparkinglotsasfollows:theTownHallparkinglot(240of281stalls),EastRiversideparkinglot(41of44stalls),Riversideparkinglot(91of94stalls),Wiestparkinglot(132of141stalls),PostOfficeparkinglot(91of99stalls),Tregentparkinglot(16of17stalls),Virginiaparkinglot(19of20stalls)andBondParkparkingareas(73of76stalls).TheParking&TransitManagershalldeterminewhichspecificstallswithintheselotsshallbedesignatedaspaidparkingstalls,consistentwiththesetotals,andshallensurethattheyareconspicuouslysodesignated. 4.Dailyparkingfeesshallnotapplytothe27stallsmarkedfordisabledpersonsintheseparkinglots:TownHall(10stalls),PostOffice(4stalls),BondPark(3stalls),Tregent(1stall),Wiest(4stalls),Riverside(2stalls),Virginia(1stall)andE.Riverside(3stalls).5.Dailyparkingfeesshallnotapplytothespacescurrentlyreservedforaccesstocivilservicesintheseparkingareas:TownHall(7),PostOffice(9)andtheLibrary(7).6.DailyparkingfeesshallnotapplytospacesreservedforusebymarkedvehiclesonofficialbusinessintheTownHallparkingarea.Currentreservedspacecountsfor2020are:PoliceReserved(22)andTown/LibraryStaffReserved(9).TheParking&TransitManagermayadjustthesecountsasnecessaryforoperationalpurposes,byadjustingthecountsdescribedinparagraph3above.7.DailyparkingfeesshallnotbechargedtovisitingpublicofficialstravelingonofficialbusinessinmarkedvehiclesandparkingintheTownHallparkinglot.8.ThetwospacesmarkedasdesignatedforelectricvehiclesintheTownHallparkingareashallcontinuetobegovernedinaccordancewithadoptedTownpolicies.9.TheBoardofTrusteesherebyadoptsPublicWorksPolicy842,ParkingPermits,intheformnowbeforetheBoard.10.FeesfortheparkingpermitssetforthinPublicWorksPolicy842shallbesetasfollowsfor2021:a.Overnight(Resident):$35perpermitb.Overnight(Rental):$40perpermitc.Overnight(Transient):$10perspacepernightd.Employee(Convenience):$40perpermite.Business(CommercialLoading):$80perpermit11.Theresolutiontobeinfullforceandeffectfromandafteritspassageandapproval.12.TheBoardrepealsallresolutionsorpartsofresolutionsinconflictwiththisresolution,butonlytotheextentofsuchinconsistency.
