0RESOLUTIONNO.12-14ARESOLUTIONESTABLISHINGTHEPARKSADVISORYBOARDWHEREAS,theTreeBoardhasprovidedadviceandsponsoredprogramsfortheTownincludingparticipationintheTreeCityUSAProgram,organizingandholdingtheannualArborDayobservanceandProclamation,andreviewingandprovidingadvisorycommentstotheBoardofTrustees,TownStaff,andthecitizensoftheTownfortreeandlandscapingissues;andWHEREAS,theBoardofTrusteeshasdeterminedtoreorganizetheTreeBoardastheParksAdvisoryBoardincludingaddingadditionaladvisoryresponsibilitiesforplacementofpublicart,memorials,permanentinstallationandlocations,andadvisoryreviewforstandardsforplanting,invasiveplants,noxiousweedsandpestcontrol;andWHEREAS,theParksAdvisoryBoardwillcontinuetosupporteducationalprogramsintheschoolsandcommunityforriverwork,cleanup,wetlands,educationandsupportofre-vegetation;andWHEREAS,itisnecessarytoprovidefortheorganizationoftheParksAdvisoryBoardanddelineationofitsresponsibilitiesinthisResolution.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADOASFOLLOWS:1.BoardOrganization.a)TheParksAdvisoryBoardshallconsistofseven(7)MembersappointedbytheBoardofTrustees.b)QualificationforMembership.MembersshallresidewithintheEstesValleyPlanningAreaforatleasttwo(2)yearsandhaveexperiencewithtrees,weeds,publicart,trailsorparkdesign.MembersshallcontinuetoberesidentsoftheEstesValleyPlanningAreaduringtheirterm.c)MemberTerms.Membersshallbeappointedforathree(3)yearterm.ThetermsoftheMembersshallbestaggeredsothattwo(2)orthree(3)Membersareappointedtothree(3)yeartermseachyear.Membersmayservetwo(2)ormoreconsecutiveterms.MembersshallbeappointedbytheTownBoardpursuanttotheTown’sAdvisoryBoardpolicies.AnyvacancyofaMembershallbefilledbytheTownBoardfortheunexpiredportionofthevacatedterm.2.Responsibilities.TheParksAdvisoryBoardshallhavethefollowingresponsibilities:a)DraftanappropriateTreeCareOrdinanceasrequiredbyTreeCityUSAstandardsforpossibleadoptionbytheBoardofTrustees.1 b)OrganizeandsupporttheannualArborDayobservance.c)ProvidefortheissuanceofanynecessaryProclamationsforArborDayasrequiredbyTreeCityUSAstandards.d)Organizeandconductacommunityforestryprogramataminimumof$2percapitaofTownresidentsasrequiredbyTreeCityUSAstandards.e)ReviewandadvisetheTownBoardandStaffonpublicart,memorials,donations,permanentinstallations,andlocations.f)IfrequestedbytheTownBoardorStaff,reviewandadvisestandardsforplantings,landscaping,and/ordesignofpublicparksandtrails.g)Provideinformationandadviceconcerninginvasiveplants,noxiousweeds,andpestcontrol.h)Continuetosupporteducationalprogramsintheschoolsandthecommunityregardingriverwork,clean-up,wetlands,education,andsupportofre-vegetation.i)PerformanyotherreviewandadvisoryservicesasdirectedbytheTownBoardand/orTownStaff.j)AdoptbylawsconsistentwiththeTownPolicyonbylawsforAdvisoryBoards.3.Budget.TheTownBoardshallconsider,duringitsannualbudgetaryprocess,providingfundsintheamountof$2percapitaofresidentsoftheTownforusebytheParksAdvisoryBoardtofundacommunityforestryprogramtomeetTreeCityUSAstandards.Datedthisc’1’dayof,2014.TOWNOF‘ESPAyorATTEST:TwnClerk2
