HomeMy WebLinkAboutMINUTES Transportation Advisory Committee 2013-11-20 Town of Estes Park, Larimer County, Colorado, November 20th, 2013 Minutes of a Regular meeting of the Transportation Advisory Committee of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Town Hall Room 202 in said Town of Estes Park on the 20th day of November, 2013. Present: Kimberly Campbell Gregg Rounds Cory LaBianca Ann Finley Belle Morris Stan Black Bryon Holmes Also Present: Scott Zurn, Director of Public Works John Ericson, Town Board Liaison Kevin Ash, Public Works Civil Engineer Jen Imber, Public Works Secretary Absent: Thom Widawski Kimberly Campbell called the meeting to order at 12:05 p.m. GENERAL DISCUSSION Minutes from the August 21, 2013, TAC meeting were reviewed by members. It was moved and seconded (Finley/Black) to approve the minutes and it passed unanimously. The committee reviewed the usefulness of continuing with monthly meetings versus quarterly meetings. General consensus was that the committee needed to meet more often than quarterly to remain adequately apprise with Town developments. Members feel the upcoming FLAP project will provide an ideal opportunity for the committee to influence transportation progress in the downtown area. It was decided to continue to meet monthly to best stay in touch with the FLAP and other ongoing transportation projects. The next TAC meeting will be held on December 18th, 2013, at 12:00 pm in Room 202 of Town Hall. PARKING STRUCTURE UPDATE Director Zurn updated the committee on the progress of the parking structure. Due to the flooding event, Town Board is currently conserving funds. The design process will move forward to completion, but construction originally scheduled for spring 2014 will be delayed until fall 2014, pending adequate sales tax revenues. The special Planning Commission/Town Board joint meeting has been rescheduled for February. FLAP GRANT UPDATE Director Zurn reported the 20% match for FLAP funds was successfully granted to the Town by the state. The Town will have no financial interest in the $17,205,000 project. Director Zurn asked the committee to weigh in on the possibility of Central Federal Lands taking over the design and construction management portion of the FLAP project. It could be written into the agreement with Central Federal Lands that the Town retains control of the process. The discussion led to concern that with “no gold” in the project, the Town may lose creative control and end up with a product not suited to the best interest of Estes Park’s downtown business corridor. It was motioned and seconded (Finley/LaBianca) to make a formal recommendation to proceed with a Town-led private consultant for the design portion of the FLAP project. The motion passed with five voting in favor and one opposing. Director Zurn will be taking this item to PUP and Town Board meetings in December and January and encouraged the committee to present their recommendation at those meetings. FLOOD RELATED ISSUES Director Zurn briefed the committee on flood events from September and how Public Works responded to the issues that arose during the event, as well as ongoing recovery efforts. The Fish Creek corridor sustained the most damage and will require a significant process of reconstruction involving a number of separate entities including the Town of Estes Park, Larimer County, Upper Thompson Sanitation District and the Estes Valley Recreation & Park District. An intergovernmental agreement has been formed between these entities for the reconstruction of the road, with Larimer County serving as the lead entity. Director Zurn reported an approximation of $1.5 million in damages to the Estes Valley area, excluding the Fish Creek corridor. The Town is trimming budget in anticipation of reconstruction efforts and low sales tax revenues. Kimberly Campbell adjourned the meeting at 2:02 p.m.
