AN ORDINANCE ESTABLISHING
A MORATORIUM ON THE USE AND
OPERATION OF SPRUCE LAKE RV PARK
WHEREAS,the Town of Estes Park annexed the area of land
known as the Spruce Lake RV Park on July 8,1986 and said area
was previously governed by Larimer County rules and regulations
regarding travel trailer parks;and
WHEREAS,it would be in the best interests of the citizens
of the Town of Estes Park,including those residing in and around
the Spruce Lake RV Park,to protect the expectations of those
living in and around said area,according to the Special Review
Permit and the rules and regulations of Larimer County which
previously governed the Spruce Lake RV Park;and
WHEREAS,The Town of Estes Park does not presently have in
place rules and regulations regarding the operation of a travel
trailer or RV Park;and
WHEREAS,the Town of Estes Park will be considering
rules and regulations for such travel trailer and MI Parks before
the Planning Commission on the 18th day of August and before the
Town Board on the 26th day of August,1986;and
WHEREAS,the need exists to establish a moratorium on the
operation of travel trailer or RV Parks until the Town in fact
establishes such rules and regulations.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK,COLORADO:
Section 1.No changes shall be allowed in the Spruce Lake
MI Park which would violate the Special Review Permit or the
rules and regulations of Larimer County previously governing the
Spruce Lake RV Park,and the Spruce Lake RV Park shall continue
to be governed by said Permit and rules and regulations until
such time as the Town of Estes Park establishes such regulations
as it may find necessary with respect to the same.
Section 2.The Board of Trustees of the Town of Estes Park,
Colorado,herewith finds,determines and designates that this
ordinance is necessary for the immediate preservation of the

public peace,health and safety,in order to provide for an
interim moratorium regarding the operation of the Spruce Lake 1W
Park;and whereas,in the opinion of the Board of Trustees,an
emergency exists,this Ordinance shall take effect and be in
force immediately after iVpassage,adoption and signature of the
Mayor.
