Minutes af a .sq2.’meeting of the Board of Trustees of the Town of Estes
Park,Larimer Caunty,Calarada.Meeting held in the Town Hall in said Town of Estes Park

Meeting called to arder by Mayor :T%R.
Present:Mayor Harry B.TregentTrustees:Robert E.Burgess,James
H.Swickard,H.Bernerd
Also Present:Dale S.Hill —Town Dannels,Margaret Houston,
Administrator Robert E.Wagner
Absent:
Minutes of the regular meeting held December 11,1979 were read
and approved as read.
Trustee Robert B.Wagner moved the following bills be allowed and
paid and the Clerk be authorized to draw warrants for the same.
(A certified copy of the bills read and allowed are on file in
the office of the Town Clerk under this date and made a part of
the record of these proceedings by reference thereto).Trustee
Houston seconded the motion and it passed by the following votes:
Those voting ‘Yes”Trustees Robert B.Burgess,Margaret Houston,
James H.Swickard,Robert E.Wagner,H.Bernerd Dannels.Those
voting “No’none.
Trustee Robert B.Wagner,Chairman of the Water Committee,read
the minutes of a meeting held December 13,1979 and moved the
minutes be approved.Trustee Swickard seconded the motion and
it passed unanimously.
Trustee H.Bernerd Dannels,Chairman of the Public Works Committee,
read the minutes of a meeting held December 20,1979 and moved
the minutes be approved.Trustee Wagner seconded the motion and
it passed unanimously.
Trustee James H.Swickard,Chairman of the Public Safety Committee,
read the minutes of a meeting held December 27,1979 and moved
the minutes be approved.Trustee Wagner seconded the motion and
it passed unanimously.
The minutes of the Estes Park Planning Commission meeting held
Decmeber 18,1979 were read.
Bill Van Horn presented the annexation map of the Connelly Addition
whereupon Trustee Robert E.Wagner introduced and the Town
Administrator read in full the following entitled ordinance and
Trustee Wagner moved the ordinance be passed and adopted on first
and final reading:
AN ORDINANCE APPROVING THE ANNEXATION OF
CERTAIN TERRITORY TO THE TOWN OF ESTES PARK,
COLORADO,TO BE KNOWN AND DESIGNATED AS CONNELLY
ADDITION TO THE TOWN OF ESTES PARK,COLORADO.
Trustee Houston seconded the motion and it passed by the following
votes:Those voting “Yes”Trustees Robert E.Wagner,James H.
Swickard,H.Bernerd Dannels,Robert B.Burgess,Margaret Houston.
Those voting “No”none.Whereupon Mayor Harry B.Tregent declared
said ordinance duly passed and adopted and ordered it numbered
#1—80 and published according to law.
Trustee Robert B.Burgess introduced and the Town Administrator
read in full the following entitled ordinance and Trustee Burgess
moved it be passed and adopted on first and final reading:

AN ORDINANCE AMENDING SECTION 17.16.010 OF
THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,THE SAME PERTAINING TO ZONING OF
CONNELLY ADDITION TO THE TOWN OF ESTES PARK,
COLORADO.
Trustee flannels seconded the motion and it passed by the fol
lowing votes:Those voting “Yes”Trustees Margaret Houston,H.
Bernerd Dannels,Robert E.Burgess,James H.Swickard,Robert
E.Wagner.Those voting “No”none.Whereupon Mayor Harry B.
Tregent declared said ordinance duly passed and adopted and
ordered it numbered #2—80 and published according to law.
Mayor Harry B.Tregent conducted a public hearing regarding the
application for a Hotel and Restaurant liquor license submitted
by Molly B.Inc.dba Surrey Ice Cream,Deli and Saloon at 200
Moraine Avenue.Attorney John G.Phipps appeared representing
the applicants and Mary A.Kemper,Don Hillman,and Lee Kemper
spoke in favor of the liquor license application.Mr.Phipps
submitted a petition marked “Exhibit #1”containing 110 signa
tures in favor of granting the liquor license.No persons
appeared speaking in opposition and no correspondence was
received.Mayor Harry B.Tregent declared the hearing closed.
Trustee H.Bernerd Dannels moved the Board of Trustees finds
that the Hotel and Restaurant liquor licenses already granted
in this locality or area are inadequate for the reasonable
requirements of the neighborhood,and that the desires of the
inhabitants at this time are that this license be granted,and
that the license is granted.Trustee Wagner seconded the motion
and it passed by the following votes:Those voting “Yes”
Trustees Margaret Houston,James H.Swickard,H.Bernerd flannels,
Robert E.Wagner,Robert E.Burgess.Those voting “No”none.
The Board of Trustees considered an application for a change of
ownership of the Tavern liquor license of the Range Restaurant
from McConnell &Kelley to Winsum,Inc.dba Prospector’s Pick
Inc.Trustee James H.Swickard moved the change of ownership
be approved.Trustee Houston seconded the motion and it passed
unanimously.
Mark Patton of the Accommodations Association appeared requesting
use of one of the meeting rooms the first Tuesday of every month
beginning February 5,1980.Trustee H.Bernerd flannels moved that
because the Accommodations Association represents a large segment
of the community,that it be permitted to use a meeting room as
requested until June 1,1980.Trustee Houston seconded the motion
and it passed unanimously.
Jack T.Rumley,Chief of the Estes Park Volunteer Fire Department,
presented to the Board of Trustees a financial report as of
December 1,1979 and a report of the fire activities during 1979.
Mayor Harry B.Tregent appointed Robert L.Dekker to serve on the
Board of Directors of Platte River Power Authority.Trustee
Robert E.Wagner moved the appointment be approved.Trustee
Houston seconded the motion and it passed unanimously.
Trustee Robert E.Burgess introduced andthe Town Administrator
read in full the following entitled ordinance and Trustee Burgess
moved it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING SECTION 7.12.060 OF
THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,THE SAME RELATING TO IMPOUNDMENT
OF DOGS.
Trustee Swickard seconded the motion and it passed by the fol—
lowing votes:Those voting “Yes”Trustees James H.Swickard,H.
Bernerd Dannels,Robert E.Wagner,Margaret Houston,Robert E.
Burgess.Those voting “No”none.Whereupon Mayor Harry B.Tregent
declared said ordinance duly passed and adopted and ordered it
numbered #3—80 and published according to law.

Larimer County Commissioner Nona Thayer requested the Town submit
names of persons to serve on the Larimer County Planning Commission.
Mayor Harry B.Tregent recommended the following names be submitted
to the Larimer County Commissioners for their consideration:
Willard Quirk Paul Van Horn
Trustee James H.Swickard moved these names be recommended to the
County Commissioners.Trustee Burgess seconded the motion and it —,
passed unanimously.
Mel Brand of Faith Covenant Fellowship appeared again requesting
use of rooms 203 &100 of the Municipal Building for church
services from 9:00 A.M.to Noon on Sundays until March 1,1980.
Trustee James H.Swickard moved permission be granted.Trustee
Houston seconded the motion and it passed unanimously.
There being no further business,the meeting adjourned.
