Minutes of the regular meeting held January 24,1978 were read
and approved as read.
Trustee Robert E.Wagner moved the following bills be allowed and
paid and the Clerk be authorized to draw warrants for the same.
(A certified copy of the bills read and allowed are on file in
the office of the Town Clerk under this date and made a part of
the record of these proceedings by reference thereto).Trustee
Houston seconded the motion.The motion passed by the following
votes:Those voting “Yes”Trustees Margaret Houston,H.Bernerd
Dannels,N.T.Petrocine,Rolien Sutter,Robert E.Wagner.Those
voting “No”none.
Trustee Rollen Sutter,Chairman of the Water Committee,read the
minutes of a meeting held January 31,1978 and moved the minutes
be approved.Trustee Dannels seconded the motion and it passed
unanimously.
Trustee Rollen Sutter also read the minutes of a Water Committee
meeting held February 13,1978 and moved the minutes be approved.
Trustee Dannels seconded the motion and the motion unanimously
carried.
Trustee N.T.Petrocine,Chairman of the Light and Power Committee,
read the minutes of a meeting held February 2,1978 and moved the
minutes be approved.Trustee Wagner seconded the motion.The
motion unanimously carried.
Trustee Robert E.Wagner introduced and the Clerk read in fuil
the following entitled ordinance and Trustee Wagner moved the
ordinance be passed and adopted on first and final reading:
AN ORDINANCE AMENDING SECTIONS 13.12.020,13.12.030
13.12.040,13.12.050,13.12.060,AND 13.12.080 BY
ADDING A NEW SUBSECTION G THERETO;AMENDING SECTION
13.12.090 BY ADDING A NEW SUBSECTION D;AND AMENDING
ChAPTER 13.12 BY THE ADDITION OF A NEW SECTION,SECTION
13.12.100,OF THE MUNICIPAL CODE OF ThE TOWN OF ESTES
PARK,COLORADO,RELATING TO LIGHT AND POWER RATE SCHEDULES
CONTAINING CHARGES FOR THE SERVICE OF ELECTRIC POWER AND
ENERGY BY THE LIGHT AND POWER DEPARTMENT OF THE TOWN OF
ESTES PARK,COLORADO.
Trustee Sutter seconded the motion.The motion passed by the
following votes:Those voting ‘Yes”Trustees H.Bernerd Danneis,
N.T.Petrocine,Rollen Sutter,Robert E.Wagner,Margaret Houston.
Those voting “No”none.Whereupon Mayor Harry B.Tregent declared
said ordinance duly passed and adopted and ordered it numbered
4—78 and published according to law.

Trustee N.T.Petrocine,Member of the Public Safety Committee,
read the minutes of a meeting held February 6,1978 and moved
the minutes be approved.Trustee Sutter seconded the motion and
it unanimously carried.
Trustee H.Bernerd flannels introduced the following resolution
and moved it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
ESTES PARK,COLORADO:
That the Mayor,Fire Chief and Town Clerk be authorized
and directed to sign the Reciprocal Fire Protection Agreement
with the City of Loveland dated January 11,1978.
Trustee Petrocine seconded the motion.The motion passed by the
following votes:Those voting TYest Trustees N.T.Petrocine,
Rollen Sutter,Robert E.Wagner,Margaret Houston,H.Bernerd
flannels.Those voting “No”none.
Architect Roger Thorp presented a summary of the bids opened this
afternoon for an addition to the Estes Park Library as follows:

Mr.Thorp recommended George Bargelt &Co.,Inc.bid be accepted
along with Alternative #1 which includes removing the structural
pier between two windows on the west wall.Should additional
funding be obtained for alternatives #2 through #5,Roger Thorp
stated George Bargelt &Co.,Inc.agreed to add the alternatives
through change orders at no extra cost if submitted within 30
days of bid acceptance.
Trustee H.Bernerd flannels introduced the following resolution and
moved it be passed and adopted:

RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF
ESTES PARK,COLORADO:
That the Mayor and Town Clerk be authorized and directed
to sign the contract with George Bargelt &Co.,Inc.for con
struction of the Estes Park Library Addition upon final approval
of the Town Attorney.
Trustee Petrocine seconded the motion and the motion passed by
the following Votes:Those voting “Yes”Trustees Rollen Sutter,
Robert E.Wagner,Margaret Houston,H.Bernerd Dannels,N.T.
Petrocine.Those voting “No”none.
Trustee Rollen Sutter introduced and the Clerk read in full the
following entitled ordinance and Trustee Sutter moved the ordi
nance be passed and adopted on first and final reading:
AN ORDINANCE AMENDING SECTION 3.08.230 OF
THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO
THE SAME PERTAINING TO SALES TAX SCHEDULE.
Trustee Wagner seconded the motion.The motion passed by the
following votes:Those voting “Yes”Trustees Robert E.Wagner,
Margaret Houston,H.Bernerd Dannels,N.T.Petrocine,Rollen
Sutter.Those voting “No”none.Whereupon Mayor Harry B.Tregent
declared said ordinance duly passed and adopted and ordered it
numbered 5—78 and published according to law.
Trustee Robert E.Wagner introduced the following resolution and
moved it be passed and adopted:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN
OF ESTES PARK,COLORADO:
That the Mayor is hereby authorized and directed to sign
the Temporary Use Agreement between the Town of Estes Park and
the Northern Colorado Water Conservancy District regarding the
renewal of the use permit for 95 acre—feet of water.
Trsutee Sutter seconded the motion.The motion passed by the

Trustee Robert E.Wagner introduced the following resolution and
moved it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OFTHETOWN OF ESTES
PARK,COLORADO:
That the Mayor be authorized and directed to sign the Agree
ment by and between the Town of Estes Park and Russell L.Ketchum
dated February 14,1978 regarding employment as manager of the
Stanley Field Rodeo and Horse Show Grounds.
Trustee Dannels seconded the motion.The motion passed by the
following votes:Those voting “Yes”Trustees H.Bernerd Dannels,
N.T.Petrocine,Rollen Sutter,Robert E.Wagner,Margaret Houston.
Those voting “No”none.
Trustee Robert E.Wagner moved the following appointments be made
to the 1978 Horse Show and Rodeo Committee:

Trustee Houston seconded the motion and it unanimously carried.
A letter dated January 19,1978 was received from the Estes Park
Area Historical Museum Board requesting the Town to obtain a
legal opinion regarding the Museum’s tax exemption status.
Trustee Robert E.Wagner moved the legal opinion be obtained.
Trustee Houston seconded the motion.The motion passed by the
following votes:Those voting “Yes”Trustees Margaret Houston,
H.Bernerd Dannels,Rollen Sutter,Robert E.Wagner.Those voting
“No”Trustee Petrocine.
Trustee N.T.Petrocine introduced the following resolution and
moved it be passed and adopted:
RESOLUTION
WHEREAS,most areas of our nation,including North Central
Colorado,are faced with potential energy shortages of considerable
and increasing magnitude;and

WHEREAS,Platte River Power Authority (“Platte River”),
which is responsible for the supply of the wholesale electric
energy requirements of the municipalities of Estes Park,Fort
Collins,Longmont and Loveland (the “Municipalities”),will
need to purchase temporary supplies of electric energy at signi
ficantly higher cost;and
WHEREAS,the Board of Directors of Platte River has pledged
Platte River’s support and cooperation to the Municipalities to
undertake a coordinated program to conserve electric energy;and
WHEREAS,the Town Board of Estes Park fully recognizes the
need to develop a policy for city facilities using electric
energy and guidelines for its citizens with respect to the con
servation of electric energy.
NOW THEREFORE BE IT RESOLVED BY THE TOWN BOARD OF ESTES
PARK that:
(1)The following steps shall be taken by all offices
and employees of the Town of Estes Park to conserve
electric energy,to wit:
(a)Immediate Actions:
Ci)The use of electric lights and appliances
shall be curtailed to a minimum consistent
with safety and health requirements.
(ii)Thermostats shall be set to maintain tempera
tures at a maximum heat cycle of 68°F during
occupied hours and 58°F during unoccupied
hours and cooling cycle of 78°F during occupied
hours and 88°F (or not at all)during unoccupied
hours.
(b)Other actions which are determined to be appropriate
as a result of the conservation program.
(2)There be established a Joint Energy Conservation Com
mittee composed of representatives from each of the
Municipalities.This Committee is to develop,coordinate,
and administer an Electrical Energy Conservation Program

and,at the earliest possible date,submit the Plan for
review and approval by the Municipalities’governing
bodies.
(3)The Town shall be represented on the Joint Electrical
Energy Conservation Committee by representatives appointed
by the Mayor.
(4)The Town will be receptive to and consider all construc
tive suggestions submitted in writing by our consumers
relating methods by which electric energy might be con
served in homes and business establishments.
Trustee Sutter seconded the motion.The motion passed by the

There being no further business,the meeting adjourned.
