Rumley,II.Bernerd flannels Also Present:Town Administrator Dale G.lull Absent:None Minutes of the regular meeting held April 11,1978 were read and approved as read. Trustee Rollen Sutter,Chairman of the Water Committee,read the minutes of a meeting held April 13,1978 and moved the minutes be approved.Trustee flannels seconded the motion and it unani mously carried. Trustee H.Bernerd flannels,Chairman of the Public Works Committee, read the minutes of a meeting held April 21,1978 and moved the minutes be approved.Trustee Sutter seconded the motion and it passed unanimously. Trustee Margaret Houston,Chairwoman of the Advertising and Public Relations Committee,read the minutes of a meeting held April 24, 1978 and moved the minutes be approved.Trustee Rumley seconded the motion and it unanimously carried. Town Administrator Hill read the minutes of the Estes Park Planning Commission meeting held April 18,1978. The Board of Trustees considered Special Review Request #16 sub mitted by Phillip E.and Wilma B.Goettsch and John M.and Dorothy S.Ericson to construct additional self storage mini—warehouses on Lot 13,DeVille Subdivision which is zoned C—2 Restricted Com mercial.Phillip Goettsch appeared speaking in favor of the request. Trustee H.Bernerd flannels moved that Special Review Request #16 be approved.Trustee Swickard seconded the motion and it unani mously carried. Mayor Harry B.Tregent proceeded to conduct a public hearing on the proposed ordinance adopting the 1976 revised edition of the Uniform Building Code.There were no persons present speaking in favor of or in opposition to the proposed adoption of the 1976 Uniform Building Code and no correspondence was received regarding the same.Mayor harry B.Tregent declared the hearing closed. Trustee Robert E.Burgess introduced and the Town Administrator read the following entitled ordinance and Trustee Burgess moved the ordinance be passed and adopted on second and final reading: AN ORDINANCE TO PROVIDE MINIMUM STANDARDS TO SAFEGUARD LIFE OR LIMB,HEALTH,PROPERTY,AND PUBLIC WELFARE BY REGULATING AND CONTROLLING TIlE DESIGN,CONSTRUCTION,QUALITY OF MATERIALS, USE AND OCCUPANCY,LOCATION Aiffi MAINTENANCE OF ALL BUILDINGS AND STRUCTURES WITHIN THE TOWN OF ESTES PARK,COLORADO,AND CERTAIN EQUIPMENT SPECIFICALLY REGULATED IN SAID CODE;ADOPTING BY REFERENCE THE 1976 EDITION OF THE UNIFORM BUILDING CODE AND TIlE APPENDIX THEREOF;RE PEALING ALL ORDINANCES IN CONFLICT THEREWITH; N9 426 oftrn of Istc5 iarh,Larimer County,Colorado ..w. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: PROVIDING PENALTIES FOR VIOLATION ThEREOF;AND AMENDING SECTIONS 14.12.010,14.12.020,14.12.030, 14.12.040,14.12.050,OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO. Trustee Sutter seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd flannels, Margaret Houston,James H.Swickard,Robert E.Burgess,Rollen Sutter,Jack T.Rumley.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 7—78 and published according to law. Mayor harry B.Tregent conducted a public hearing on the proposed ordinance adopting the 1976 edition of the Uniform Mechanical Code. There were no persons present speaking in favor of or in opposi tion to the proposed ordinance and no correspondence was received. Mayor Harry B.Tregent declared the hearing closed. Trustee Margaret Houston introduced and the Town Administrator read the following entitled ordinance and Trustee Houston moved the ordinance be passed and adopted on second and final reading: AN ORDINANCE TO PROVIDE COMPLETE REQUIREMENTS FOR TIlE INSTALLATION AND MAINTENANCE OF HEATING, VENTILATING,COOLING,AND REFRIGERATION SYSTEMS WITHIN THE TOWN OF ESTES PARK,COLORADO;ADOPTING BY REFERENCE THE 1976 EDITION OF THE UNIFORM MECHANICAL CODE;REPEALING ALL ORDINANCIN CONFLICT ThEREWITH;AND AMENDING SECTION 14.16.010 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO. Trustee Rumley seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Rollen Sutter, Jack T.Rumley,Margaret Houston,James H.Swickard,Robert E. Burgess,II.Bernerd Dannels.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 8—78 and published according to law. Mayor Harry B.Tregent conducted a public hearing on the proposed ordinance adopting the 1976 edition of the Uniform Code For Abatement of Dangerous Buildings.There were no persons present speaking in favor of or in opposition to the proposed ordinance and no correspondence was received regarding the same.Mayor Harry B.Tregent declared the hearing closed. Meeting called to order by Mayor Present;Mayor Trustees: Also Present: Absent: TOWN OF ESTES PARK,COLORADO;ADOPTING BY REFERENCE THE 1976 EDITION OF ThE UNIFORM CODE FOR ABATEMENT OF DANGEROUS BUILDINGS; REPEALING ALL ORDINANCES IN CONFLICT THERE WITH;AND AMENDING SECTION 14.48.010 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO. Trustee Burgess seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Jack T. Rumley,James H.Swickard,Rollen Sutter,H.Bernerd Dannels, Robert E.Burgess,Margaret Houston.Those voting “No”none. Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 9—78 and published according to law. Town Administrator Hill presented an application for a change in ownership of a retail liquor license from Louis and Jean Canaiy to Ben Medus dba The Longhorn Liquor Mart.Trustee H. Rernerd Dannels moved the change of ownership be granted. Trustee Burgess secorded the motion and it unanimously carried. A letter was received from the Colorado Municipal League in quiring as to whether or not the Town of Estes Park would like to participate through the League in opposing the Public Service Company’s rate increase proposal which is currently before the Public Utilities Commission.Trustee Rollen Sutter moved the Town not participate in the opposition effort.Trustee Swickard seconded the motion and it passed by the following votes:,Those voting “Yes”Trustees Robert E.Burgess,Rollen Sutter,Margaret Houston,H.Bernerd Dannels,James H.Swickard.Those voting “No” none.Trustee Jack T.Rumley abstained with permission from the Board. A letter dated April 13,1978 was received from J.M.Ericson requesting the Town consider establishing a “Town”flag.Mr. Ericson suggested using the emblem displayed on the Town vehicles or having school children design the flag.David Acton also appeared and suggested using the Estes Park Coat of Arms as part of the flag design.Trustee James H.Swickard moved the Town not pursue establishing a “Town”flag at this time.Trustee Dannels seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd Dannels,Rollen Sutter,Margaret Houston,Jack T.Rumley,James H.Swickard. Those voting “No”Trustee Burgess. A request was received from David C.Smeltzer to hold his wedding on Town property along Fall River on August 12,1978.Trustee Margaret Houston moved the request be granted.Trustee Dannels seconded the motion and it unanimously carried. The Board of Appeals considered a variance request submitted by Al Sager on behalf of 0.M.Nagl to allow a 30”wide bathroom N?428 ohin uf itrs 11arh,Larimer County,Colorado.APril25 19J... Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: door in The Wheel instead of the 32’required by the Uniform Building Code (UBC).Mr.Sager explained that this particular bathroom would be used only by the owners and employees.The other rest rooms,which would be used by the public,would con form to the required widths.Trustee Swickard moved the variance be granted provided that should the rest room convert to public use in the future,then it would be required to conform to the UBU requirements.Trustee Houston seconded the motion and it passed by the following votes:Those voting “Yes”Trustees H. Bernerd Dannels,Robert E.Burgess,Rollen Sutter,Margaret Houston,James H.Swickard.Those voting “No”Trustee Jack T. Rumley. A request was submitted by the Fall River Association for Christmas lighting to be extended along Fall River Road.Mayor Harry B.Tregent referred this request to the Light &Power Committee.
