Trustee N.T.Petrocine,Chairman of the Light &Power Committee, read the minutes of a meeting held March 16,1978 and moved the minutes be approved.Trustee Burgess seconded the motion and it unanimously carried. Trustee Robert E.Burgess,Chairman of the Public Safety Committee, read the minutes of a meeting held March 23,1978 and moved the minutes be approved.Trustee Sutter seconded the motion and it unanimously carried. Trustee N.T.Petrocine,Chairman of the Estes Park Planning Commission read the minutes of a meeting held March 21,1978. The Board of Trustees considered Special Review Request #15 sub mitted by Lynn W.and Dorothy Kinnie to operate a go cart track on Lot 1,Lee and Alps Addition which is zoned C—i Commercial. Trustee Burgess seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees N.T.Petrocine, Robert E.Burgess,Margaret Houston,H.Bernerd Dannels.Those voting “No”Trustees Robert E.Wagner,Rollen Sutter. The final plat of Schroeder Subdivision (lots 9,10,and 11,Grand Estates)was submitted to the Board of Trustees.Both conditions set forth by the Planning Commission on March 21,1978 had been met.Trustee Robert E.Wagner moved the final plat of Schroeder Subdivision beapproved.Trustee Sutter seconded the motion and it passed unanimously. Meeting called to order by Mayor Present:Mayor Trustees, Also Present: Absent: AN ORDINANCE AMENDING SECTIONS 13.24.060, 13.32.010,13.32.020,13.32.040,13.32.080, 13.32.090,13.32.110,13.32.130 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO WATER RULES,REGULATIONS,RATES AND CHARGES. Kyle Twaddle,member of the Estes Park Jaycees,appeared before the Board requesting Town support of the 1978 July 4th fireworks which are sponsored by the Estes Park Jaycees.He estimated this year’s costs to be $2300 and asked the Town to contribute up to $500 should the local contributions not cover the total costs.Last year local contributions fell short $217.73 of the costs which the Town then funded.Trustee Margaret Houston moved the Town provide funding up to $500 for the 1978 4th of July fireworks if needed.Trustee Petrocine seconded the motion and it passed unanimously. Kyle Twaddle also requested permission to use Parking Lot #1 (Athletic field parking lot)on Saturday,April 22nd for a garage sale for the benefit of the High School Scholarship Fund.Trustee Robert E.Wagner moved the request be granted and that the exact location of the garage sale in Parking Lot #1 be determined by the Police Chief.Trustee Burgess seconded the motion and the motion unanimously carried. Trustee H.Bernerd Dannels introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF ThE TOWN OF ESTES PARK,COLORADO: That the Mayor and Town Clerk be and they are hereby authorized and directed to sign the agreement by and between the Town of Estes Park and Larimer County regarding Larimer County’s contribution to the Estes Park Public Library for 1978. Meeting coiled to order by Mayor Present:Moyer Trustees: Also Present, Absent: Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the filing date of the application for a new Hotel and Restaurant License filed by Gatsby’s of Estes Park,Ltd.dba Gatsby’s of Estes Park is March 28,1978 and it is hereby ordered that a public hearing on said application shall be held in the Board Room of the Municipal Building,170 MacGregor Avenue,on May 9,1978 at 7:30 p.m.,and that the neighborhood boundaries for the purpose of said application and hearing shall be the area included within a radius of 2.19 miles as measured from the center of the applicant’s property. Light &Power Director Dekker briefly reported on various Platte River Power Authority activities.Tests for the Rawhide Power Plant site have begun and the geological,environmental,and air quality reports appear to be quite favorable.The PRPA System Control Center in Fort Collins has a solar heating system installed which should provide 20%of the heating requirements.Occupancy of the Center is scheduled for May 15th.Also,the annual PRPA in formational meeting will be held in Fort Collins on April 20th.
