Minutes of a meeting of the Board of Trustees of the Town of Estes
Park,Larimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Pork

Meeting called to order by Mayor Y..P Tregen
Present:Mayor Harry B.Tregent Trustees:Robert E.Burgess,Jack

Minutes of the regutar meeting held October 9,1979 were read
and approved as read.
Trustee H.Bernerd Dannels,Chairman of the Administrative
Committee,read the minutes of meetings held October 10,16,and
17,1979 and moved they be approved.Trustee Wagner seconded the
motion and it passed unanimously.
Trustee Robert E.Wagner,Chairman of the Water Committee,read
the minutes of a meeting held October 11,1979 and moved the
minutes be approved.Trustee Rumley seconded the motion and it
passed unanimously.
Trustee Jack T.Rumley,Chairman of the Code and Sanitation Com
mittee,read the minutes of a meeting held October 18,1979 and
moved the minutes be approved.Trustee Swickard seconded the
motion and it passed unanimously.
The minutes of the Estes Park Planning Commission meeting held
October 16,1979 were read.
The Board of Trustees reviewed the proposed Romer Addition where
upon Trustee H.Bernerd Dannels introduced and the Town Clerk
read in full the following entitled ordinance and Trustee Dannels
moved it be passed and adopted on first and final reading:
AN ORDINANCE APPROVING THE ANNEXATION OF
CERTAIN TERRITORY TO THE TOWN OF ESTES PARK,
COLORADO,TO BE KNOWN AND DESIGNATED AS ROMER
ADDITION TO THE TOWN OF ESTES PARK,COLORADO.
Trustee Rumley seconded the motion and it passed by the following
votes:Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd
Dannels,James H.Swickard,Margaret Houston,Jack T.Rumley,
Robert E.Wagner.Those voting “No”none.Whereupon Mayor Harry
B.Tregent declared said ordinance duly passed and adopted and
ordered it numbered 25—79 and published according to law.
Mayor Harry B.Tregent proceeded to conduct a public hearing re
garding the zoning of the proposed Romer Addition.Bill Karr,
representing the Romers,spoke in favor of the proposed R—2 Mul
tiple Family Residential zoning.No persons appeared speaking
in opposition and no correspondence was received regarding the
zoning.Mayor Harry B.Tregent declared the hearing closed.
Trustee H.Bernerd Dannels introduced and the Town Clerk read in
full the following entitled ordinance and Trustee Dannels moved
it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING TITLE 17 OF THE
MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,THE SAME PERTAINING TO ZONING OF
HOMER ADDITION TO TIff TOWN OF ESTES PARK,
COLORADO.

Trustee Wagner seconded the motion.The motion passed by the fol
lowing votes:Those voting “Yes”Trustees H.Bernerd Dannels,
James H.Swickard,Robert E.Burgess,Margaret Houston,Robert E.
Wagner,Jack T.Rumley.Those voting “No”none.Whereupon Mayor
Harry B.Tregent declared said ordinance duly passed and adopted
and ordered it numbered 26—79 and published according to law.
Bill Van Horn,representing the Meusels,presented the Homestead
Subdivision which proposes to divide Tract 82,Fall River Addition
into two parcels of 7.22 and 2.07 acres.Trustee James H.Swickard
introduced the following resolution and moved it be passed and
adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK,COLORADO:
That the petition and plat of the Homestead Subdivision of
Tract 82,Fall River Addition,arehereby approved and that the
Mayor and Town Clerk are authorized and directed to sign the plat.
Trustee Wagner seconded the motion and it passed by the following
votes:Those voting “Yes”Trustees Margaret Houston,Robert E.
Burgess,Robert E.Wagner,H.Bernerd Dannels,Jack T.Rumley,
James H.Swickard.Those voting “No”none.
Bill Karr of Estes Park Surveyors presented the Sallee Subdivision
which is a boundary line adjustment of Tract A and Lot 31 of Elkhorn
Club Estates.The proposed boundary adjustment seeks to resolve an
encroachment problem of the house on Tract A onto Lot 31 and still
maintain the lot area and nonconforming status of Lot 31.Trustee
Robert E.Wagner introduced the following resolution and moved it
be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK,COLORADO:
That the petition and plat of the boundary adjustment entitled
“Sallee Subdivision”be approved and that the Mayor and Town Clerk
are authorized and directed to sign the plat.
Trustee Houston seconded the motion and it passed by the following
votes:Those voting “Yes”Trustees James H.Swickard,Robert E.
Wagner,Margaret Houston,H.Bernerd Dannels,Jack T.Rumley,Robert
E.Burgess.Those voting “No”none.
Trustee Robert E.Wagner moved the following liquor license renewals
be approved and that a letter be sent on behalf of the Board of
Trustees to the owners of the Wheel Bar reminding them that no
alcohol may be served or consumed after 2:00 A.M.

Trustee Swickard seconded the motion and it passed unanimously.
A letter dated October 9,1979 was received from the manager of
Cablevision of Estes proposing to increase the rates to $9.25 per
month for a single outlet.The proposed rate increase is in
accordance with the automatic rate change provisions in the Amended
Revocable CATV Permit dated August 8,1978.Trustee H.Bernerd
Dannels moved the rate proposal letter be accepted.Trustee
Wagner seconded the motion and it passed by the following votes:
Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels,
James H.Swickard,Robert E.Wagner.Those voting “No”Trustees
Jack T.Rumley,Margaret Houston.
Bill Van Horn presented a request on behalf of Delay Construction
for three curb cuts to serve the north portion of Lot 1,Block 2,
Lone Pine Acres on which there is probosed 48 condominium units.
A 24’curb cut is proposed from Lot 1 onto Lone Pine Drive and
two 33’curb cuts onto Raven Avenue as recommended in Police Chief
Ault’s letter of October 22,1979.Trustee James H.Swickard moved
the three curb cuts be approved.Trustee Burgess seconded the
motion and it passed unanimously.
A letter dated October 19,1979 was received from the Chairman of
the Anniversary Committee of the Rotary Club requesting use of
two unclaimed bicycles in the custody of the Estes Park Police
Department for the Vietnamese family which will be settling in
Estes Park soon.Police Chief Ault explained to the Board that
the procedure for handling unclaimed bicycles involved keeping
them in police custody for twelve months and then selling them
at the Town’s public auctions usually held in the spring.The
Board expressed concern about the precedent that would be set in
giving away public property and the Town’s liability if the bi
cycles were allowed to be borrowed for a period of time.Trustee
Robert E.Wagner commented that the project appears most worth
while but that because of these many concerns moved the request
be denied.Trustee Dannels seconded the motion and it passed
unanimously.
Trustee Jack T.Rumley announced that he has purchased property
outside town limits and will be moving there shortly and,there
fore,regretfully submits his resignation from the Board of
Trustees.Trustee H.Bernerd Dannels moved the Board of Trustees
accept Trustee Rumley’s resignation with deep regret.Trustee
Wagner seconded the motion and it passed unanimously.
There being no further business,the meeting adjourned.
