Meeting called to order by Mayor Present:Mayor Harry B.TregentTrustees:Robert E.Burgess,Jack P.Rumley,H.Bernerd Also Present:Town Administrator Dannels,Margaret Houston, Dale G .Hill Robert E.Wagner,James Absent:H.Swickard Minutes of the regular meeting held May 8,1979 were read and approved as read. Trustee Robert E.Wagner,Chairman of the Water Committee,read the minutes of a meeting held May 10,1979 and moved the minutes be approved.Trustee Dannels seconded the motion and the motion unanimously carried. Trustee Robert E.Burgess,Chairman of the Light &Power Committee, read the minutes of a meeting held May 14,1979 and moved the minutes be approved.Trustee Swickard seconded the motion and it unanimously carried. Trustee H.Bernerd Dannels,Chairman of the Public Works Committee, read the minutes of a meeting held May 17,1979 and moved the minutes be approved.Trustee Wagner seconded the motion and it passed unanimously. Trustee Jack T.Rumley,Chairman of the Estes Park Board of Adjust ment,read the minutes of a meeting held May 14,1979. The minutes of the Estes Park Planning Commission meeting held on May 15,1979 were also read. Mayor Harry B.Tregent conducted a public hearing on the proposed ordinance amending Section 17.32.020 of the Municipal Code to re move one and two family dwellings from special review in C—i Commercial zoning district.No persons appeared speaking in favor of or in opposition to the proposed ordinance and no cor respondence was received.Mayor Harry B.Tregent declared the hearing closed. Trustee Robert E.Wagner introduced and the Town Administrator read in full the following entitled ordinance and Trustee Wagner moved it be passed and adopted on first and final reading: AN ORDINANCE AMENDING SECTION 17.32.020 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME RELATING TO PERMITTED USES IN A C—i ZONING DISTRICT. Trustee Houston seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd Dannels, Robert E.Burgess,James H.Swickard,Jack T.Rumley,Margaret Houston,Robert E.Wagner.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered #15—79 and published according to law. Mayor Harry B.Tregent conducted a public hearing on the proposed ordinance amending Section 17.36.020 of the Municipal Code to remove one and two family dwellings from special review in C—2 Restricted Commercial zoning district.No persons appeared speaking in favor of or in opposition to the ordinance and no correspondence was received.Mayor Harry B.Tregent declared the hearing closed. 242 of (frztrz $trk Lorimer County,Colorado .,19. Meeting coiled to order by Mayor Present:Mayor Trustees: Also Present: Absent: Trustee Jack T.Rumley introduced and the Town Administrator read in full the following entitled ordinance and Trustee Rumley moved it be passed and adopted on first and final reading: AN ORDINANCE AMENDING SECTION 17.36.020 OF TI MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO PERMITTED USES IN A C-2 ZONING DISTRICT. Trustee Burgess seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, Margaret Houston,Jack T.Rumley,James H.Swickard,H.Bernerd Dannels,Robert E.Wagner.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered #16—79 and published according to law. Mayor Harry B.Tregent conducted a public hearing on the proposed flordinanceamendingSection17.36.040 of the Municipal Code per taining to parking requirements for lodging businesses in C—2 zoning district.No persons appeared speaking in favor of or in opposition to the proposed ordinance and no correspondence was received regarding the same.Mayor Harry B.Tregent declared the hearing closed. Trustee Robert E.Burgess introduced and the Town Administrator read in full the following entitled ordinance and Trustee Burgess moved it be passed and adopted on first and final reading: AN ORDINANCE AMENDING SECTION 17.36.040 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO PARKING AREA. Trustee Wagner seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees James H.Swickard, H.Bernerd Dannels,Robert E.Wagner,Robert E.Burgess,Jack T. Rumley,Margaret Houston.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered #17—79 and published according to law. Mayor Harry B.Tregent conducted a public hearing on the proposed ordinance amending Chapter 17.36 of the Municipal Code which would require R—2 uses permitted in C—2 zoning district to meet lot areas required in R—2.No persons appeared speaking in favor of or in opposition to the proposed ordinance and no correpondence was received.Mayor Harry B.Tregent declared the hearing closed. Trustee James H.Swickard introduced and the Town Administrator read in full the following entitled ordinance and Trustee Swickard moved it be passed and adopted on first and final reading: AN ORDINANCE AMENDING CHAPTER 17.36 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO MINIMUM LOT SIZES IN THE C-2 ZONING DISTRICT. Wagner,H.Bernerd Dannels.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered #18—79 and published according to law. Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted: RESOLUTION WHEREAS,the Town of Estes Park has been a part of the “Windy Gap”water project for more than ten (10)years;and WHEREAS,in our opinion this project is urgently needed to supply domestic water to our community;and WHEREAS,this community has invested $258,108 in helping to develop this project;and WHEREAS,our long range plan for water supply is dependent upon the completion and operation of the Windy Gap water project; and WHEREAS,the project is now being delayed by the United States Bureau of Reclamation because its work on the draft Environmental Impact Statement is not completed;and WHEREAS,our national leaders continually state that they intend to reduce the “red tap”for projects such as this;and WHEREAS,the completion of this project will not only furnish the water necessary for our cities,but also furnish large amounts of much needed electrical energy. NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK: That the agencies and officials that have the authority to expedite the Environmental Impact Statement on the Windy Gap Project proceed without delay and complete the work necessary to extract this project from the depths of bureaucratic red tape in order to allow us to proceed with the work our citizens expect. Trustee Rumley seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, James H.Swickard,H.Bernerd Dannels,Margaret Houston,Jack T. Rumley,Robert E.Wagner.Those voting “No”none. Trustee Robert E.Burgess moved the liquor license renewal for Jack and Nadine Ehekircher dba Lazy T Motor Lodge be approved. Trustee Houston seconded the motion and the motion unanimously carried. Trustee Robert E.Wagner moved the liquor license renewal for the Lions Club of Estes Park be approved.Trustee Rumley seconded the motion and it passed unanimously. Trustee H.Bernerd Dannels introduced and the Town Administrator read in full the following entitled ordinance and Trustee Dannels moved it be passed and adopted on first and final reading: AN ORDINANCE AMENDING CHAPTER 14.08 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO USE OF MOBILE HOMES. Burgess,James H.Swickard.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered #19—79 and published according to law. A letter dated May 21,1979 from the president of the Fine Arts Guild of the Rockies was received requesting use of the parking space on the east side of Bond Park for “Artrek”.Artrek consists of a large van which is a traveling Art Museum of the Denver Art Museum.Surveillance by the Police Department and an electrical hookup were also requested.Trustee Robert E.Burgess moved the request be granted and that the Fine Arts Guild be contacted to further clarify what is needed in the way of police surveillance. Trustee Wagner seconded the motion and it passed unanimously. Also requested in the Fine Arts Guild letter of May 21st was use of Bond Park during Octoberfest for an Arts and Craft show.This request was referred to the Public Works Committee for its considera tion and to review and possibly reestablish policies for use of Bond Park.Representatives of the Fine Arts Guild will be asked to attend the Public Works Committee meeting. Trustee Robert E.Burgess introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Town Clerk are hereby authorized and directed to sign the agreements by and between the Town of Estes Park and the following: Colorado Arabian Horse Club for performances to be held June 28,29,&30,1979. Colorado Arabian Horse Club for performances to be held July 3,4,&5,1979. Colorado Arabian Horse Club for performances to be held August 31,September 1 &2,1979. Colorado Ponies of America Club for performances to be held June 16 and 17,1979. Rocky Mountain Peruvian Paso Club for performances to be held August 25 and 26,1979. Mountain and Plains Appaloosa Horse Club for performances to be held July 28 &29,1979. Circle J Morgan Horse Association for performances to be held July 12,13,14 &15,1979. Rocky Mountain Paint Horse Association for performances to be held August 16,17,18 &19,1979. Trustee Wagner seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees James H.Swickard, Jack T.Rumley,Margaret Houston,Robert E.Wagner,H.Bernerd flannels,Robert E.Burgess.Those voting “No”none. John Gaskill and Lee Hagemeister appeared before the Board of Trustees objecting to the water rates.They said that such high rates discourage irrigation of lawns which in turn affects the appearance of Estes Park.In comparing water bills with friends in other surrounding communities,they found Estes Park to have the highest rates.They also expressed great concern about the rate of increase claiming that their water bills have increased 437%in the last five years.Mayor Harry B.Tregent referred this matter to the Water Committee. 243 Qtnkun tf (Estra nrk Larimer County,Colorado .1 9..Z9. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: The Town Administrator reported that several requests have been received from local CPAs to do the Town’s audit.Mayor Harry B. Tregent referred the matter to the Administrative Committee. The Board of Trustees discussed several Mayfest activities which were conducted over the past weekend and generally felt there should have been more control and surveillance by the sponsoring organizations.Trustee Dannels moved that the Jaycees’garage sale which was postponed from last weekend and rescheduled for this coming weekend not be allowed in Bond Park.Trustee Swickard seconded the motion and it unanimously carried.Trustee Swickard also suggested and the Board agreed that representatives from the Chamber of Commerce and Retail Merchants’Association appear before the Board to discuss the Mayfest activities.
