Trustee II.Bernerd flannels moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and make a part of the record of these proceedings by reference thereto.)Trustee Sutter seconded the motion.Upon roll call the motion passed by the following votes: Those voting “Yes”Trustees N.T.Petrocine,Rollen Sutter,H.Bernerd Dannels,Robert E.Wagner,Robert E.Burgess,and Margaret Houston. Those voting “No”none. Trustee Robert E.Burgess,Chairman of the Public Safety Committee, read the minutes of a meeting held August 25,1977 and moved the minutes be approved.Trustee Sutter seconded the motion and upon roll call the motion unanimously carried. Trustee Robert E.Burgess introduced and the Clerk read in full the following entitled ordinance,and Trustee Burgess moved the ordinance be passed on first reading: AN ORDINANCE AMENDING SECTIONS 7.12.040 AN]) 7.12.090 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO CONTROL OF DOGS AND TO VICIOUS DOGS. Trustee Sutter seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees N.T.Petrocine, Rollen Sutter,H.Bernerd Dannels,Robert E.Wagner,Robert E.Burgess, and Margaret Houston.Those voting “No”none.This ordinance will require a second reading on September 27,1977. Trustee N.T.Petrocine,Chairman of the Light &Power Committee,read the minutes of a meeting held September 1,1977 and moved the minutes be approved.Trustee Wagner seconded the motion and upon roll call the motion unanimously carried. Trustee Robert E.Burgess introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Clerk are hereby authorized to execute an agreement between the Town of Estes Park and National Cash Register Co.or the Burroughs Co.for the lease or purchase of data processing N?370 ‘toftrn of istrs 1arh,Larimer County,Colorado,...‘1.19. Trustee Rollen Sutter,Chairman of the Water Committee,read the minutes of a meeting held September 8,1977 and moved the minutes be approved.Trustee Houston seconded the motion and upon roll call the motion unanimously carried. Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted. RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO:that WHEREAS,Ordinance No.12—7 was passed by the Board of Trustees on April 26,1977,amending the Municipal Code providing for residential water metering effective June 1,1977:and WHEREAS,present flat rate water customers have paid their accounts to June 30,1977;and WHEREAS,said Ordinance provided for a minimum annuals bill for a minimum annual use,with a rate for all water usage in excess of the minimum;and WHEREAS,said Ordinance provided for the first billing to be on October,1,1977: BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: 1.The Town of Estes Park water department shall use the June 1 and October 1 meter reading dates,as required,and N?371 toftrn of sirs ]1arh,larimer County,Colorado 1-s,ic%7... Meeting called to order by Mayor Present:Moyor Trustees: Also Present: Absent: shall adjust the former flat rate customers to this period by giving said customers a credit against the October 1,1977 billing in an amount equal to one—twelfth of the customer’s previously existing annual flat rate; 2.The provisions of the Board of Trustees Resolution 13—77 to the effect that customers might be given credits for small variations in actual meter reading dates (that is,not all meters were able to be read by the Town on exactly June 1),is hereby repealed and no adjustments therefor shall be made without further action of the Board of Trustees; 3.Further,the minimum annual bill provided for in Ordinance No.12—77 shall be billed on October 1,1977,and credit given for any unused portion of the minimum annual use,as provided in said Ordinance,given upon the June 1,1978 billing. Trustee Houston seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees N.T. Trustee Rollen Sutter read the minutes of the Board of Adjustment meeting held August 30,1977. Town Administrator Hill read the minutes of the Stockholders and Board of Directors meeting of the Estes Park Golf and Country Club, Inc.held on September 12,1977. The Town Administrator and Budget Officer for the Town of Estes Park and the Estes Park General Improvement Sewer District No.1 presented the budgets for 1978.The Public Hearings and final adoption of these proposed budgets will be on October 18,1977. Ronald Bozman,Junior Class President,submitted a request to the Board for the use of Parking Lot No.1 on Saturday,September 17th for the purpose of conducting a “Car Wash’to raise funds for the next Prom.Trustee Wagner moved permission be granted.Trustee Burgess seconded the motion and upon roll call the motion unanimously carried. Bids were opened for the insulation of the Library as advertised. One bid was received from Estes Home Insulation in the amount of N?372 Itobn of stes 1arh,Larimer County,Colorado,.,PfltpwJ2e .].19..‘ZT.. Meeting called to order by Mayor Present:Mayor Trustees: C Also Present: Absent, $534.60 for 2,430 square feet to a R—19 factor.Trustee Wagner moved the Public Works Committee be authorized to award the bid at their next Committee meeting.Trustee Sutter seconded the motion.Upon roll call the motion unanimously carried.
