Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY TIlE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: WHEREAS,the Board of Trustees desires that voting during the regular or special meetings not be influenced by their fellow Board members; AND WHEREAS,the present method of roll call voting does present some amount of influence on those that have not yet voted on a matter in question. NOW THEREFORE,the Board of Trustees may use the electronic voting method now installed in the Board Room of the Municipal Building. Trustee Houston seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd Dannels, Rollen Sutter,Margaret Houston,Robert E.Wagner.Those voting “No”none. The Board of Trustees proceeded to conduct a public hearing re garding the proposed 1978 budget for the Town of Estes Park. There were no persons present speaking in favor of or in opposi tion to the budget.Mayor Harry B.Tregent declared the hearing closed. Trustee Rollen Sutter introduced the following resolution and moved it be passed and adopted on second and final reading: A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUE FOR EACH FUND,AND ADOPTING A BUDGET FOR THE TOWN OF ESTES PARK,COLORADO,FOR THE CALENDAR YEAR BEGINNING ON THE 1ST DAY OF JANUARY 1978,AND ENDING ON THE LAST DAY OF DECEMBER 1978. Trustee Wagner seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Robert B.Wagner, H.flernerd Dannels,Rollen Sutter,Margaret Houston.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said resolution duly passed and adopted. Trustee Sutter seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Rollen Sutter, Margaret Houston,Robert E.Wagner,H.Bernerd Dannels.Those voting “No”none.Whereupon Mayor Marry B.Tregent declared said resolution duly passed and adopted. Trustee Rollen Sutter,Member of the Public Safety Committee, read the minutes of a meeting held October 12,1977 and moved the minutes be approved.Trustee Dannels seconded the motion. The motion carried unanimously. Trustee Margaret Houston introduced the following resolution and moved it be passed and adopted: BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Town Clerk are hereby authorized to enter into an agreement on behalf of the Town of Estes Park,Colorado, with the estate of A.J.Piedalue for the purchase of 40 units of Colorado—Big Thompson water.It is also resolved the Mayor and Town Clerk are authorized to execute the Temporary Use Permit with N9 381 tobn of IC 4E}ark,Lorimer County,Colorado ..19.7K.. Trustee H.Bernerd Dannels introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Town Clerk be and they are hereby authorized to execute for and on behalf of the Town of Estes Park,Colorado,an agreement dated October 18,1977 with Olin William Venable and Frank E.Williams relating to winter water service connection to the U.S.Highway 36 water main. Trustee Sutter seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Margaret Houston, Robert E.Wagner,Rollen Sutter,H.Bernerd Dannels.Those voting “No”none. Trustee Margaret Houston,Chairwoman of the Code &Sanitation Committee,read the minutes of a meeting held October 17,1977 and moved the minutes be approved.Trustee Wagner seconded the motion and the motion carried unanimously. Trustee Rollen Sutter,Chairman of the Estes Park Board of Adjustment,read the minutes of a meeting held October 13,1977. Trustee Robert E.Wagner,Vice Chairman of the Estes Park Planning Commission,read the minutes of a meeting held October 18,1977. The Board of Trustees considered a petition submitted by George Booth to divide lots 3 and 4 of Elkhorn Estates to form either one additional lot or two additional lots.Trustee Robert E. Wagner moved the lot split be granted subject to (1)the pro posed lots 4b and 3b being combinedinto only one lot,and (2) the balance of the subdivision (excluding the Lodge property) being held in one ownership and no sales taking place until such time the present Elkhorn Estates is resubdivided and the platted road relocated or until the required improvements are completed. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: Mayor Harry B.Tregent conducted a public hearing on the pro posed rezoning of a portion of Block 10,Town of Estes Park, from the existing R—2 Multiple Family Residential to C—i Com mercial.There were no persons present speaking in favor of or in opposition to the rezoning request nor was any correspon dence received.Mayor Harry B.Tregent declared the hearing closed. Trustee Robert E.Wagner introduced and the Clerk read in full the following entitled ordinance,and Trustee Wagner moved the ordinance be passed on first reading: AN ORDINANCE AMENDING CHAPTERS i7.24 AND i7.32 OF THE MUNICIPAL CODE OF THE TOWN OF ESThS PARK,COLORADO, RELATING TO THE REZONING OF A PORTION OF LOTS 15,16 AND i9,IN BLOCK 10,TOWN OF ESTES PARK,COLORADO. Trustee Sutter seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd Dannels, Robert E.Wagner,Rollen Sutter,Margaret Houston.Those voting ‘No”none. The Board of Trustees considered a petition from Benjamin Slater requesting to divide lot 2,block 4,Country Club Manor into two portions which would be added to the adjoining lots 1 and 3. Existing lots i,2,and 3 would then become only two lots as a result of this division.Trustee Robert E.Wagner moved the lot split be granted.Trustee Dannels seconded the motion and the motion carried unanimously. A request was received from Quota Club to use Bond Park the day of the Christmas Parade for a hot cider and donut stand.Trustee Robert E.Wagner moved the request be granted.Trustee Sutter seconded the motion.The motion carried unanimously.
