Trustee Rollen Sutter,Chairman of the Water Committee,read the minutes of a meeting held January 13,1977 and moved the minutes be approved.Trustee Dannels seconded the motion and upon roll call the motion unanimously carried. Trustee H.Bernerd Dannels,Chairman of the Public Works Commit tee,read the minutes of a meeting held January 20,1977 and moved the minutes be approved.Trustee Petrocine seconded the motion and upon roll call the motion unanimously carried. Trustee Robert E.Burgess,Chairman of the Public Safety Committee, read the minutes of a meeting held January 24,1977 and moved the minutes be approved.Trustee Sutter seconded the motion and upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels,Rollen Sutter,N.T.Petrocine,Robert E.Wagner.Those voting “No” Trustee houston. Trustee N.T.Petrocine,Chairman of the Estes Park Planning Com mission,read the minutes of a meeting held January 18,1977. Trustee Robert E.Wagner introduced and the Clerk read in full the following entitled ordinance,and Trustee Wagner moved the ordi nance be passed on first reading: AN ORDINANCE AMENDING SECTION 17.20.020(9) AND 17.24.020(6)OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO USES PERMITTED BY SPECIAL REVIEW IN R-1 AND R-2 ZONING DISTRICTS. Trustee Houston seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees H. Bernerd Dannels,Margaret Houston,Robert E.Burgess,Robert E. Wagner,N.T.Petrocine,Rollen Sutter.Those voting “No none. Special Review Request No.11 to allow a bowling alley on Lot 2, DeVille Subdivision was submitted by Fred and Jeanne Dellann and Wayne and Jacqueline Pociecha.Trustee N.T.Petrocine moved the request be granted.Trustee Wagner seconded the motion.Upon roll call the motion unanimously carried. A request was submitted by Edith Kee Wood to divide Lot 13,Mount View Park Addition which had been previously subdivided but is currently under one ownership.Trustee Rollen Sutter moved the lot split be granted and that a covenant be recorded prohibiting N9 304 oftrn of t6tr6 ]lark,lorimer County,Colorado .19Z1... Meeting coiled to order by Mayor Present:Mayor Trustees: Also Present: Absent: any further division along previous division lines.Trustee Dannels seconded the motion and upon roll call the motion unanimously carried. Mayor Harry B.Tregent opened the public hearing on the proposed rezoning of Lots 5,6,7,16,17,18,&19,DeVille Subdivision. Because the rezoning was tabled by the Planning Commission,Mayor Tregent tabled the request until the February 22,1977 Board of Trustees meeting and declared the hearing closed. An ordinance rezoning a portion of Block 2,West Park Center Resub— division was considered by the Board of Trustees.The request was submitted by Molander and Wolff in 1973 at which time public hearings were held and the Town Attorney was directed to prepare the zoning ordinance subject to the petitioners building two bridges and providing the Town with an exclusive easement to the cliff area.Mr.Molander then requested the rezoning be postponed until the present time.With the aforementioned conditions pro vided and the original public hearings ruled still valid by the Town Attorney,Trustee Robert E.Wagner introduced and the Clerk read in full the following entitled ordinance and Trustee Wagner moved it be passed on first reading: AN ORDINANCE AMENDING CHAPTERS 17.24 AND 17.32 OF THE MUNICIPAL CODE OF TIlE TOWN OF ESThS PARK,COLORADO,RELATING TO THE REZONING OF A PORTION OF BLOCK 2,WEST PARK CENTER RESUBDIVISION, TOWN OF ESTES PARK,COLORALIO. Trustee Sutter seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes’Trustees N. Meeting called to order by Mayor Present:Mayor Trustees, Also Present: Absent, Also present: Town Clerk:Dale G.Hill Absent:None Thereupon Trustee N.T.Petrocine introduced and moved the adoption of the following Ordinance: AN ORDINANCE AUTHORIZING THE ISSUANCE OF ELEC TRIC REVENUE BONDS,OF THE TOWN OF ESTES PARK, COLORADO,IN THE PRINCIPAL AMOUNT OF $550,000, FOR THE PURPOSE OF EXTENDING AND I?’ROVING THE ELECTRICAL SYSTEM OF THE TOWN;PRESCRIBING THE FORM OF SAID BONDS AND PROVIDING FOR THE APPLI CATION OF THE NET REVENUE OFTHEELECTRICAL SYS TEM TO PAY THE BONDS MW THE INTEREST THEREON, AND OThER DETAILS IN CONNECTION THEREWITH;AND DECLARING AN EMERGENCY. It was then moved by Trustee N.T.Petrocine and seconded by Trustee H.Bernerd Dannels that all rules of this Board,which,unless suspended,might prevent the final passage and adoption of this Ordinance as an emergency measure at this meeting,be and the same are hereby suspended. The question being upon the adoption of said motion and the suspension of the rules,the roll was called with the following result: Those voting YES: Trustees:Robert E.Burgess H.Bernerd flannels Margaret Houston N.T.Petrocine Rollen Sutter Robert E.Wagner Those voting NO:None Six (6)members of the Board of Trustees having voted in favor of said motion,the presiding officer declared the motion carried and the rules suspended. Trustee Robert E.Wagner then moved that the Ordinance be passed and adopted as an emergency ordinance.Trustee Rollen Sutter seconded the motion. Meeting called to order by Mayor Present:Mayor Trustees, Also Present, Absent: Those voting NO:None The presiding officer thereupon declared that more than three—fourths of all the Trustees elected having voted in favor thereof,the motion was carried and the Ordinance duly passed and adopted as an emergency ordinance. On motion duly adopted,it was ordered that the Ordi nance be numbered 3—77,and after approval by the Mayor,be published in the Estes Park Trail—Gazette,a newspaper of general circulation within the Town of Estes Park. Trustee H.Bernerd Dannels introduced and the Clerk read in full the following entitled ordinance and Trustee Dannels moved it be passed on first reading: AN ORDINANCE AMENDING SECTION 12.16.010 OF THE MUNICIPAL CODE OF TILE TOWN OF ESThS PARK,COLORADO,RELATING TO UNIFORM STREET NAMES AND ADDRESSES. Trustee Wagner seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees H. Meeting called to order by Mayor Present;Mayor Trustees Also Present; Absent, Trustee Robert E.Burgess moved the liquor license renewal and change of ownership of the Estes Park Golf Course from Louis Pettyjohn to Rocky Mountain Metropolitan Recreation District be granted.Trustee Houston seconded the motion and upon roll call the motion unanimously carried. Trustee Robert E.Wagner moved the following election of officers report from the Estes Park Library Board be accepted: President Joyce Sager Vice President Harriett Burgess Secretary Ruth Montgomery Treasurer Emma Carlson Trustee Sutter seconded the motion and upon roll call the motion unanimously carried.
