Minutes of the regular meeting held July 13,1976 were read and
approved as read.
Mayor harry B.Tregent proceeded to conduct a Public Hearing re
garding the application for a Beer and Wine License submitted by
Vernon F.and Mary Lou Barrow dba Heidi’s Hideaway at 406 Crags
Drive,Estes Park,Colorado.Attorney William Yowell appeared
representing the applicants and spoke in favor of the application.
Mary Lou Barrow,Vernon Barrow,Seymour Graham,John Swickard,and
Jim Swickard also spoke in favor of the liquor application.There
were no persons present speaking in opposition and no correspon
dence was received either in favor of or in opposition to the appli
cation.Mayor Harry B.Tregent declared the hearing closed.
Trustee N.T.Petrocine moved the Board of Trustees finds that the
reasonable requirements of the neighborhood are such that a Beer
and Wine License should be granted and that the license is granted.
Trustee Wagner seconded the motion.Upon roll call the motion
passed by the following votes:Those voting “Yes”Trustees Margaret
Houston,II.Bernerd Dannels,N.T.Petrocine,Rollen Sutter,Robert
F.Wagner.Those voting ‘No”none.
Trustee N.T.Petrocine,Chairman of the Planning Commission,read
the minutes of a meeting held July 20,1976.
Mayor Harry B.Tregent conducted a public hearing on the proposed
Planned Unit Development ordinance which repeals and reenacts
Chapter 17.60 of the Municipal Code.There were no persons present
speaking in favor of or in opposition to the proposed ordinance and
no correspondence was received regarding the same.Mayor Tregent
declared the hearing closed.
Trustee H.Bernerd Dannels introduced and the Town Clerk read in
full the following entitled ordinance and Trustee Dannels moved the
ordinance be passed and adopted on first and final reading:

AN ORDINANCE REPEALING AND REENACTING CHAPTER 17.60
OF THE MUNICIPAL CODE OF TIE TOWN OF ESThS PARK,
COLORADO,RELATING TO PLANNED UNIT DEVELOPMENTS.“.3
Trustee Petrocine seconded the motion.Upon roll call the motion
passed by the following votes:Those voting “Yes”Trustees N.T.
Petrocine,Margaret Houston,Robert E.Wagner,Rollen Sutter,H.
Bernerd Dannels.Those voting “No”none.Whereupon Mayor Harry
B.Tregent declared said ordinance duly passed and adopted and
ordered it numbered 24—76 and published according to law.

An application for Special Review Request No.7 was submitted to
the Board by Robert Dennis and John Bender requesting to construct
a Veterinary Clinic on Lot 3,DeVille Subdivision.Robert Dennis,
John Bender and Gary Kyle explained the proposed clinic and stated
that boarding facilities would be confined within the building and
that driveway access would be from Woodstock Drive only.Trustee
N.T.Petrocine moved the application to construct a Veterinary
Clinic be approved subject to the following conditions:
1.That the Clinic be developed as per the plans submitted;
2.That the air system be approved by the Building Depart
ment prior to installation;
3.That the sanitation system receive approval from the
Town’s Building Department and the Sanitation District;
4.And that cold storage for animal carcasses be provided.
Trustee Wagner seconded the motion.Upon roll call the motion
unanimously carried.Trustee N.T.Petrocine requested to amend
his motion to include the provision that all construction be
completed within twelve months from this date.Trustee Wagner
seconded the amended motion and upon roll call the amended motion
unanimously carried.
Mayor Harry B.Tregent conducted a public hearing on the proposed
amendment to the Sign Code (Chapter 17.66 of the Municipal Code
of the Town of Estes Park).There were no persons present speaking
in favor of or in opposition to the proposed amendment and no
correspondence was received regarding the same.Mayor Harry B.
Tregent declared the hearing closed.
Trustee Robert E.Wagner introduced and the Town Clerk read in
full the following entitled ordinance and Trustee Wagner moved
the ordinance be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 17.66 OF TIlE
MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,RELATING TO THE REGULATION OF SIGNS.
Trustee Houston seconded the motion.Upon rollcall the motion
passed by the following votes:Those voting “Yes’Trustees H.
Bernerd Dannels,Rollen Sutter,Margaret houston,Robert E.Wagner,
N.T.Petrocine.Those voting “No”none.Whereupon Mayor Harry
B.Tregent declared said ordinance duly passed and adopted and
ordered it numbered 25—76 and published according to law.
Mayor Harry B.Tregent conducted a public hearing on the proposed
amendment to sections 17.32.020,17.36.020 and 17.48.020 of the
Municipal Code which would allow self—storage warehouses under
special review in the C—i,C—2 and I zoning districts.There

full the following entitled ordinance and Trustee Dannels moved
the ordinance be passed and adopted on first and final reading:
AN ORDINANCE AMENDING SECTIONS 17.32.020,17.36.020
AND 17.48.020 OF THE MUNICIPAL CODE OF THE TOWN OF
ESTES PARK,COLORADO,RELATING TO SELF-STORAGE
WAREHOUSES.
Trustee Sutter seconded the motion.Upon roll call the motion flpassedbythefollowingvotes:Those voting “Yes’Trustees

Sutter,N.T.Petrocine.Those voting ‘No”none.Whereupon

and adopted on second and final reading:
AN ORDINANCE AMENDING SECTIONS 13.24.190 AND 13.28.060
OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,RELATING TO WATER METERS.
Trustee Sutter seconded the motion.Upon roll call the motion
passed by the following votes:Those voting “Yes”Trustees N.T.
Petrocine,Robert E.Wagner,Rollen Sutter,Margaret Houston,H.
Bernerd Dannels.Those voting “No”none.Whereupon Mayor Harry
B.Tregent declared said ordinance duly passed and adopted and
ordered it numbered 27—76 and published according to law.

full the following entitled ordinance and Trustee Dannels moved
it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 5.28 OF THE MUNICIPAL
CODE OF THE TOWN OF ESThS PARK,COLORADO,RELATING
TO CLASSIFICATIONS OF THE BUSINESS OF SELLING AT
RETAIL ANY 3.2%BEER,MALT,VINOUS OR SPIRITUOUS
LIQUOR;ANT RELATING TO ANNuAL OCCUPATION TAX UPON
THE BUSINESS OF SELLING 3.2%BEER,MALT,VINOUS OR
SPIRITUOUS LIQUOR;AND RELATING TO REPORTING DIS
TURBANCES UPON PREMISES TO WHICH CERTAIN CLASSIFI

Trustee H.Bernerd Dannels introduced and the Town Clerk read
the following entitled ordinance and Trustee Dannels moved it be
passed and adopted on second and final reading:
AN ORDINANCE AMENDING SECTIONS 3.04.020 AND
3.04.040 OF THE MUNICIPAL CODE OF THE TOWN
OF ESTES PARK,COLORADO,RELATING TO BUDGET
AND ANNUAL APPROPRIATION.
Trustee Wagner seconded the motion.Upon roll call the motion
passed by the following votes:Those voting “Yes”Trustees H.

following entitled ordinance and Trustee Wagner moved it be
passed and adopted on second and final reading:
AN ORDINANCE APPROVING THE ANNEXATION OF
CERTAIN TERRITORY TO THE TOWN OF ESTES PARK,
COLORADO,TO BE 1IOWN AND DESIGNATED AS
“BINNS ADDITION”TO THE TOWN OF ESTES PARK,
COLORADO.
Trustee Houston seconded the motion.Upon roll call the motion
passed by the following votes:Those voting “Yes”Trustees N.
T.Petrocine,Rollen Sutter,Robert E.Wagner,Margaret Houston,
H.Bernerd Dannels.Those voting “No”none.Whereupon Mayor

Trustee Margaret Houston introduced and the Town Clerk read the
following entitled ordinance and Trustee Houston moved it be
passed and adopted on second and final reading:
AN ORDINANCE AMENDING SECTION 17.36.010 OF
TIlE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,RELATING TO THE ZONING OF BINNS
ADDITION.
Truste Wagner seconded the motion.Upon roll call the motion

Harry B.Tregent declared said ordinance duly passed and adopted
and ordered it numbered 30—76 and published according to law.
A request for a 35’curb cut onto Highway 34 from Lot 2,Lake
View Tracts,was submitted by Merrywood,Inc.A letter from Police
Chief Robert Ault was received regarding the request.Trustee
Rollen Sutter moved the curb cut be approved.Trustee Wagner
seconded the motion.Upon roll call the motion unanimously carried.
Rollen Sutter,Chairman of the Board of Adjustment,read the minutes
of a meeting held July 22,1976.
Colony Hotels,Inc.dba The Inn at Estes Park,a licensedliquor
establishment,submitted an application to change managers.
Reference letters for the new manager,Thomas Joseph McGuigan,
were received from Donivan M.Oseth and Peter M.Gunnar,both
of Portland,Oregon.A letter of recommendation was also received
from Police Chief Ault.Trustee Robert E.Wagner moved the change
in Managers application be approved.Trustee Sutter seconded the
motion.Upon roll call the motion unanimously carried.
A request to use Bond Park on July 28,30 &31 for various activi
ties was submitted by Campus Crusade for Christ International.
Trustee Robert E.Wagner moved the request be denied due to lack
of sufficient information and possible conflicts of interest result
ing from program contents.Trustee Houston seconded the motion.
Upon roll call the motion passed by the following votes:Those
voting “Yes”Trustees Robert E.Wagner,Margaret Houston,Rollen
Sutter,H.Bernerd Dannels.Those voting “No”Trustee N.T.Petrocine.
There being no further business,it was regularly moved,seconded
and carried the meeting adjourn.
