Wagner Also Present:Dale G.Hill Town Administrator and Clerk Absent,N.T.Petrocine Minutes of the regular meeting held November 25,1975 were read and approved as read. Trustee H.Bernerd Dannels moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee Prosser seconded the motion.Upon roll call the motion passed by the following votes: Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels, Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No” none. The Town Clerk presented an application for a change in ownership of a Beer,Wine and Liquor License from the Stanley Management Company to Keyport Colorado,Inc.dba Stanley Hotel Food and Beverage Ser vice.Trustee Robert E.Wagner moved the Board of Trustees grant the change of ownership.Trustee Dannels seconded the motion.Upon roll call the motion unanimously carried. Trustee H.Bernerd Dannels moved the following 3.2%Beer Retail re newal applications be approved: Southland Corporation dba 7-11 Store Brodie’s Super Market,Inc. Die Alte Delikatessen Trustee Sutter seconded the motion.Upon roll call the motion unani mously carried. A letter was submitted to the Board of Trustees by James H.Swickard requesting permission to install a mansard roof which would extend approximately 30 inches into municipal property (air space).The mansard roof would be installed on the building consisting of the Rocky Mountain Drive—In Liquor,the Potted Plant and Cablevision, and on a new building to be constructed adjacent to the Rocky Moun tain Drive-In Liquor.Jim Banker appeared before the Board on behalf of James Swickard. Meeting called to order by Mayor Present:Mayor Trustees: L Also Present: Absent; That the Town Clerk issue an air space permit to Mr. James Swickard as per Mr.Swickard’s letter dated December 4,1975. Trustee Dannels seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees H.Bernerd Dannels, Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”Trus tee Burgess. Robert Mobus,President of the Estes Park Area Chamber of Commerce,pre sented to the Town of Estes Park a check in the amount of $7062.25 for the remaining portion of the Chamber of Commerce’s contribution towards the Tourist Information Center. Trustee Glenn Prosser moved Ordinance #32—75 passed in error at the November 25,1975 Board of Trustees meeting be rescinded and scheduled for public hearing at the January 20,1976 meeting of the Planning Com mission and the January 27,1976 meeting of the Board of Trustees. Trustee Dannels seconded the motion.Upon roll call the motion unani mously carried. Trustee H.Bernerd Dannels introduced and the Town Clerk read in full the following entitled ordinance and Trustee Dannels moved the ordinance be passed and adopted on first and final reading: AN ORDINANCE AMENDING CHAPTER 2.04 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,RELATING TO PUBLICATION AND EFFEC TIVE DATE OF ORDINANCES,AND ADOPTION OF CODES BY REFERENCE. Trustee Sutter seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, H.Bernerd Dannels,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordi nance duly passed and adopted and ordered it numbered 35—75 and published according to law. Trustee Robert E.Burgess introduced and the Town Clerk read in full the following entitled ordinance and Trustee Burgess moved the ordi nance be passed and adopted on first and final reading: AN ORDINANCE AMENDING TITLE 9 OF THE MU NICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,RELATING TO ALARM SYSTEMS,IN CLUDING FIRE AND BURGLAR ALARM DEVICES; REQUIRING PERMITS FOR THE SAME PROVIDING FOR THE SUSPENSION OR REVOCATION OF SUCH PERMITS;AND ESTABLISHING REGULATIONS RE GARDING THE CONNECTION OF SAID ALARM SYS TEMS TO THE FIRE AND POLICE DEPARTMENTS OR OTHER TOWN TERMINALS. Trustee Sutter seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, H.Bernerd Dannels,Glenn Prosser,Rollen Sutter,Robert E.Wagner. Trustee Sutter moved that the out of town alarm systems currently monitored by the Estes Park Police Department be discontinued thirty (30)days after date of passage of ordinance #37—75 until such time that an appropriate contract can be entered into with the Larimer County Board of Commissioners for such monitoring.Trustee Burgess seconded the motion.Upon roll call,the motion unanimously carried. Trustee Rollen Sutter introduced and the Town Clerk read in full the following entitled ordinance and Trustee Sutter moved the ordinance be passed and adopted on first and final reading: AN ORDINANCE AMENDING SECTION 9.60.010 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO LOUDSPEAKERS AND NOISE-MAKING DEVICES,AND EXCEPTING CARILLONS. Trustee Wagner seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, H.Bernerd Dannels,Glenn Prosser,Roi.len Sutter,Robert E.Wagner. Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 38—75 and published according to law. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: Trustee Glenn Prosser introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Town Administrator is hereby authorized and directed to sign the contract by and between Larimer—Weld Regional fl Council of Governments and the Town of Estes Park regarding the L J 1975—76 “701”Planning Program. Trustee Dannels seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustee Robert E.Burgess, H.Bernerd Dannels,Glenn Prosser,Rollen Sutter,Robert B.Wagner. Ms.Chris Switzer appeared before the Board of Trustees requesting that a minimum of one hour parking be allowed on the north half of parking lot #3 (across from the Post Office).Mayor Harry B.Tregent referred this matter to the Public Safety Committee for its considera tion. Mayor Harry B.Tregent appointed Trustee Robert F.Burgess to study the possibility of developing a town owned cemetary.
