Mr.Dunn Krahl of Boettcher &Company reviewed with the Board the procedure for refunding $555,000 in Building Bonds.The following certified record of proceedings of the Board of Trustees of the Town of Estes Park Larimer County,Colorado relates to its General Obligation Refunding Building Bonds. Meeting coiled to order by Moyor Present:Mayor Trustees:1—1( Also Present: Absent: CERTIFICATE OF DETERMINATION WHEREAS,the Town of Estes Park has outstanding certain General Obligation Building Bonds,which bonds by 31-21-201 et seq.CRS 1973 may be refunded by the issuance,without election,of refunding bonds;and WHEREAS,the amount of the refunding’bonds to be issued must be determined by the Board of Trustees prior to the is suance thereof; THEREFORE,BE IT CERTIFIED AND DETERMINED: 1.That the following outstanding General Obligation Building Bonds,being in amounts and being numbered as fol lows,are hereby refunded by the issuance of the refunding. bonds hereinafter mentioned: Issue Dated Amount Refunded Bond Numbers November 1,1972 $555,000 10 -120,mci. 2.That General Obligation Refunding Building Bonds in a total principal amount of $500,000 are hereby authorized to be issued for the purpose of refunding the General Obligation Building Bonds described in Section 1 above,and this Certi ficate of Determination shall be entered upon the records of the Town prior to the issuance of said refunding bonds. It was then moved by Trustee _____________________ and seconded by Trustee Prosser that all rules of this Board,which,unless suspended,might prevent the final passage and adoption of this Ordinance at this meet ing,beand the same are hereby suspended. On motion duly adopted,it was ordered that said Ordi nance be numbered S75 ,and after approval by the Mayor, be published in the Trail-Gazette,the official newspaper of the Town,and be recorded according to law. Mr.Floyd Hale and Mr.Robert Ramsey appeared before the Board as representatives for the Platte River Protective Association and dis cussed routing of the Platte River Power Authority’s Transmission line. - Mayor Harry B.Tregent proceeded to conduct a Public Hearing regarding the application for a Beer and Wine License submitted by Leon Dale and Mary Alice Kemper dba Surrey Ice Cream and Deli,200-210 Moraine Avenue,Estes Park,Colorado.James M. Littlejohn,Attorney,appeared representing the applicants. Exhibits A through N were entered into the record.Mr.and Mrs. Kemper appeared before the Board speaking in favor of the license. These were no other persons present speaking in favor of or in opposition to the granting of the license. Mayor Harry B.Tregent declared the hearing closed.Trustee Robert E.Wagner moved the Board of Trustees finds that the reasonable requirements of the neighborhood are such that a Beer and Wine License should be granted and that the license is granted.Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “yes”Trustees Robert E.Burgess,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E. Trustee N.T.Petrocine,Acting Chairman of the Public Works Committee,read the minutes of a meeting held March 20,1975,and moved they be approved.Trustee Prosser seconded the motion.Upon roll call the motion unanimously carried. Trustee Glenn Prosser introduced the following resolution and moved it be approved. RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARE,COLORADO: That the Mayor and Clerk are hereby authorized and directed to sign the Agreement dated March 25,1975,by and between the State Department of Highways,Division of Highways -State of Colorado and the Town of Estes Park,Colorado. Trustea N.T.Petrocine seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess,N.T.Petrocine,Glenn Prosser,Rollen Sutter, Robert E.Wagner.Those voting “No”none. The Clerk submitted a sales tax summary for the years 1973-74. The 1974 report showed a 14%overall increase over 1973. Mr.Guy Elder,of Mountain Bell,appeared before the Board speaking in favor of a rate increase for Mountain Bell. The Clerk read a notice from the Colorado Municipal League requesting the Town’s contribution towards opposing Mountain Bell’s rate increase.Following discussions,Trustee Rollen Sutter moved the Town not contribute funds toward opposing the rate increase.Trustee Robert E.Wagner seconded the motion. The Board of Trustees decided to establish a deadline for items to be placed on the Board meeting agenda.Effective immediately, the agenda deadline will be the Friday noon preceeding the Board meeting.
