Wagner Also Present:Town Administrator and Clerk Dale G.Hill Absent: Minutes of a regular meeting held on January 28,1974,were read and approved as read. Trustee Robert E.Burgess moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.) Trustee RobertE.Wagner’econded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd flannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”none. Trustee Robert E.Wagner introduced and the Town Clerk read in full the following entitled ordinance,and Trustee Wagner moved it be passed on second and final reading: AN ORDINANCE AMENDING CHAPTERS 17.08,17.16,17.20 17.24,17.28 AND 17.40 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COlORADO,RELATING TO ZONING DEFINITIONS,PERMITTED USES,DWELLING AREA,LOT AREA PER FAMILY AND MINIMUM TOT WIDTH. Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees H.Bernerd Dannels,N.T. Petrocine,Glenn Prosser,Rollen Sutter,Robert F.Wagner,Robert F.Burgess. Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 2-74 and published according to law. Trustee Glenn Prosser introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Prosser moved it be passed on second and final reading: AN ORDINANCE AMENDING CHAPTER 16.12 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO SUBDIVISIONS AND ANNEXATIONS -THEIR ADMINISTRATION AND ENFORCEMENT. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: AN ORDINANCE AMENDING SECTION 3.08.230 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO SALES TAX AND SCHEDULE FOR COLLECTION THEREOF. Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Glenn Prosser,Rollen Sutter,Robert E.Wagner,Robert F.Burgess,H.Bernerd flannels,N.T.Petrocine. Trustee H.Bernerd flannels introduced and the Town Clerk read in full the fol lowing entitled ordinance,and Trustee flannels moved it be passed on second and final reading: AN ORDINANCE AMENDING CHAPTER 13.32 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO WATER RATES AND CHARGES. Trustee Glenn Prosser seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Rollen Sutter,Robert E. Wagner,Robert E.Burgess,II.Bernerd flannels,N.T.Petrocine,Glenn Prosser. Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 5—74 and published according to law. A Committee consisting of Mr.William Grove,Mr.Leo Martin and Mr.Donald Hoff appeared before the Board representing the Estes Area Merchants Association. The Committee spoke in regards to proposed changes in the Town of Estes Park sign code.Mayor Harry B.Tregent and Planning Cotmnission Chairman Glenn Prosser assured the Committee that they would welcome citizen input and that proper notice would be given prior to any public hearing regarding signs. Trustee Rollen Sutter introduced the following resolution and moved that it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: That the Town Administrator is authorized to sign the application for the renewal of a Temporary Use Permit for 16 units of CBT Water with the Northern Colorado Water Conservancy District. Meeting coiled to order by Moyor Present:Moyor Trustees: Also Present: Absent: Trustee Robert E.Wagner introduced the following resolution and moved that it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: That the filing date of the application for a new beer,wine and liquor license (hotel—restaurant)filed by Lone Pines Ltd.of Oklahoma dba Ramada Lone Pine Lodge is February 11,1974,and it is hereby ordered that a public hearing on said application shall be held in the Board Room at the Municipal Building, 100 MacGregor Avenue,on March 25,1976,at 7:30 P.M.,and that the neighborhood boundaries for the purpose of said application and hearing shall be the area included within a radius of 3.7 miles as measured from the center of the applicant’s property. A letter from the State Department of Highways dated January 24,1974,regarding a request to place a mobile home at the Town of Estes Park dump property,West of Estes Park,was read to the Board of Trustees.Trustee Glenn Prosser moved the State Highway Department be given permission to place the mobile home at the site mentioned above provided that Mrimer County grants the necessary zoning variances and permits.Trustee H.Bernerd flannels seconded the motion.Upon roll call the motion unanimously carried. Sing Out Colorado has requested the use of Bond Park for the evenings of July 9th and 10th,1974,for performances.This request was referred to the Public Works Committee by Mayor Harry B.Tregent. Trustee N.T.Petrocine introduced the following resolution and moved that it be passed and adopted: RESOLUTION WHEREAS,unforeseen conditions have developed within the Revenue Sharing Fund,and; WHEREAS,said conditions will continue unless additional funds are provided in the budget for the year 1974,and; WHEREAS,sufficient funds for snow plow equipment were not provided in the 1974 budget,and; WHEREAS,the Board of Trustees believes an emergency exists which could not have reasonably been foreseen at the time of the adoption of the budget for the year 1974,NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Lzxkun nf frstn nrh Larimer County,Colorado.19. Trustee N.T.Petrocine,Chairman of the Light and Power Committee,reported on a meeting as itemized in the minutes of February 7,1974,and moved that the minutes be approved and adopted.Trustee Robert S.Burgess seconded the motion. Upon roll call the motion unanimously carried. The Town Administrator submitted an application for renewal of a 3.2Z Fermented Malt Beverage License for Louis C.Pettyjohn dba Estes Park Golf Course, 2020 S.Saint Vram,Estes Park,Colorado.Trustee Rollen Sutter seconded the motion.Upon roll call the motion unanimously carried.
