Meeting called to order by Mayor Present:Moyor Harry B.Tregent Trustees:Robert E.Burgess,H.Bernerd flannels,Glenn Prosser,N.T. Also Present:Town Administrator and Petrocine,Rollen Sutter,Robert Clerk Dale G.Hill B.Wagner Absent: Minutes of a regular meeting held on September 24,1973,were read and approved as read. Trustee Robert B.Wagner moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee H.Bernerd Dannels seconded the motion. Upon roll call the motion passed by the following votes.Those voting “Yes” Trustees Robert B.Burgess,H.Bernerd flannels,Glenn Prosser,N.T.Petrocine, Rollen Sutter,Robert E.Wagner.Those voting “No”none. The Board of Trustees proceeded with a public hearing regarding the application for a Retail Liquor Sales License by Louis and Jean Canaiy dba Lake Estes Liquor Mart,1650 Big Thompson Avenue,Estes Park,Colorado.Mr.Evans,Attorney appeared representing the applicants,and Mr.Ronald H.Strahle,attorney at law,represented the opponents. Proponents exhibits A through 0 were entered and accepted.Opponents exhibit one was entered and accepted. Trustee H.Bernerd flannels moved that the application of Louis and Jean Canaiy dba Lake Estes Liquor Mart be approved for the following reasons: I.Based on the evidence presented to the Board of Trustees, the applicants have shown that the reasonable requirements of the neighborhood for the type of outlet proposed are not being met by the existing outlets of the same type; 2.The desires of a majority of the inhabitants of the neighborhood expressed to the Board of Trustees at this hearing favor approval of the application; 3.The applicants meet all of the requirements of Chapter 75,Article 2,Colorado Revised Statutes 1963,as amended. Trustee N.T.Petrocine seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees H.Bernerd flannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert B.Wagner, Robert B.Burgess.Those voting “No”none.Whereupon Mayor Harry B. Tregent declared the hearing closed. The Board of Trustees proceeded to conduct a public hearing regarding the proposed 1974 Town of Estes Park Budget.There were no persons present to speak in favor or or in opposition to the budget.Mayor Harry B.Tregent declared the hearing closed. Meeting coiled to order by Mayor Present:Mayor Trustees: Also Present: Absent: AN ORDINANCE ADOPTING THE BUDGET FOR THE TOWN OF ESTES PARK,COLORADO,FOR THE FISCAL YEAR BEGIN NING ON ThE 1ST DAY OF JANUARY,1974,AND ENDING ON TIE LAST DAY OF DECEMBER,1974.ESTIMATING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAX LEVY BASED ON THE SAID BUDGET SO ADOPTED; ESTIMATING THE AMOUNT OF MONEY TO BE DERIVED FROM OTHER REVENUE SOURCES;AND SErVING FORTH THE TOTAL ESTIMATED EXPENDITURES FOR EACH FUND. Trustee RobertE.Wagnez1introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Wagner moved it be passed on second and final reading: AN ORDINANCE LEVYING TAXES FOR THE YEAR 1974,TO DEFRAY THE COSTS OF MUNICIPAL GOVERNMENT OF ESTES PARK,COLORADO FOR ThE FISCAL YEAR BEGINNING JANUARY 1,1974,AND ENDING DECEMBER 31,1974. Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Glenn Prosser, Rollen Sutter,Robert E.Wagner,Robert E.Burgess,H.Bernerd flannels,N.T. Petrocine.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 25—73 and published according to law. Trustee Robert E.Burgess introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Burgess moved it be passed on second and final reading: THE ANNUAL APPROPRIATION ORDINANCE:APPROPRIATING SUMS OF MONEY TO DEFRAY EXPENSES AND LIABILITIES OF THE TOWN OF ESTES PARK,COLORADO,FOR ThE TOWN’S FISCAL YEAR BEGINNING JANUARY 1,1974,AND ENDING ON THE LAST DAY OF DECEMBER,1974. Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E.Burgess,H. Bernerd Dannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E. Trustee N.T.Petrocine,Chairman of the Light and Power Committee reported on a meeting as itemized in the minutes of the October 5,1973,and moved that the minutes be approved and adopted.Trustee Robert E.Burgess seconded the motion.Upon roll call the motion unanimously carried. Trustee Glenn Prosser,Chairman of the Water Committee,reported on a meeting as itemized in the minutes of October 1,1973,and moved that the minutes be approved and adopted.Trustee Rollen Sutter seconded the motion.Upon roll call the motion unanimously carried. Mayor Harry B.Tregent proceeded to appoint Mr.Al Sager as the alternate member to the Board of Adjustment.Trustee Robert E.Wagner moved the appointment be approved.Trustee Rollen Sutter seconded the motion. The Clerk submitted a request for a curb cut for Darold P.Rohrbaugh on U.S.Highway 34,a distance of 1/10 th mile West from Junction U.S.34 apd U.S.34 By Pass.After a short discussion,Mayor Harry B.Tregent referred the request to the Public Safety Committee for their recommendation.
