Trustee Robert E.Wagner moved the following bills be allowed and paid and the Clerk be authorized to dmw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee N.T.Petrocine seconded the motion. Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels,N.T.Petrocine, Glenn Prosser,Rollen Sutter,Robert B.Wagner.Those voting “No”none. The Board of Trustees proceeded to open the bids received for the sale of a surplus 1968 Plymouth sedan.One bid was received in the amount of $262.50 from Mr.Leo Baker.Trustee Robert E.Burgess moved that the above mentioned bid be rejected and that the Town Administrator be authorized to dispose of this vehicle.Trustee Rollen Sutter seconded the motion.Upon roll call the motion unanimously carried. The Board of Trustees proceeded to conduct a public hearing regarding the adoption of the Uniform Building Code,Volume IV,1970 Edition, known as the “Uniform Code for Repair,Vacation or Demolition of Danger ous Buildings”.There were no persons present speaking in favor of or in opposition to the ordinance.Mayor Harry B.Tregent declared the hearing closed. Trustee H.Bernerd Dannels introduced and the Town Clerk read in full, the following entitled ordinance and Trustee Dannels moved it be passed on second and final reading: AN ORDINANCE FOR THE REGULATION OF BUILDINGS AND STRUCTURES IN THE TOWN OF ESTES PARK,COLORADO: ADOPTING BY REFERENCE THE UNIFORM BUILDING CODE, VOLUNE IV,1970 EDITION,KNOWN AS THE UNIFORM CODE FOR REPAIR,VACATION OR DEMOLITION OF DANGEROUS BUILDINGS;AMENDING SECTION 11.1 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO;AND PROVIDING PENALTIES FOR VIOLA TION THEREOF. Trustee Glenn Prosser seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E. Burgess,H.Bernerd Dannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert B.Wagner.Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and adopted and ordered it numbered 33—72 and published according to law. Trustee Rollen Sutter,Chairman of the Code and Sanitation Committee, reported on a meeting as itemized in the minutes of July 26,1972,and moved that the minutes be approved and adopted.Trustee Robert B. Trustee H.Bernerd flannels,Chairman of the Public Works Committee, reported on a meeting as itemized in the minutes of August 9,1972, and moved that the minutes be approved and adopted.Trustee N.T. Trustee Glenn Prosser,Chairman of the Water Committee,reported on a meeting as itemized in the minutes of August 7,1972,and moved that the minutes be approved and adopted.Trustee N.T.Petrocine seconded the motion.Upon roll call the motion unanimously carried. Trustee Glenn Prosser,Chairman of the Water Committee,explained to the Board of Trustees the procedure that will be followed for the annexation of our rural water service area to the Northern Colorado Water Conservancy District and the Municipal Subdistrict. Trustee H.Bernerd flannels introduced the following resolution and moved it be passed and adopted: RE SO LilT TON BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: That the Mayor and Town Clerk be and they are hereby authorized to enter into bonds for costs on behalf of the Town of Estes Park, Colorado,in the following entitled actions in the District Court in and for the County of Weld,State of Colorado:In The Matter Of The Northern Colorado Water Conservancy District,Civil Action No.9454 and In The Matter Of The Northern Colorado Water Conservancy District, Civil Action No.9454-51. Trustee Robert E.Wagner seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E. Burgess,H.Bernerd flannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”none. The Town Administrator reported a surplus of 74 acre feet of Colorado— Big Thompson water as of this date.Trustee Glenn Prosser moved that the Recreation District be allowed to purchase all or any part of this water from the Town of Estes Park at a rate of $5.00 per acre foot plus power interference charges on a onetime,this year only,basis. The curb cut request from Glick Brothers that was tabled from the last regular meeting of the Board of Trustees was again presented for consid eration.Mayor Harry B.Tregent informed the Board of Trustees that former Mayor Clarence A.Graves and State Highway Department Engineer,t lawrence Bower,are researching records to determine whether or not certain limitationswere placed on entrances and curb cuts along U.S. Highway 34 By-Pass in time or construction.Mayor Tregent instructed the Public Works Committee to consider this request again at their next meeting. A letter from Mrs.Hazel Bradshaw,dated August 5,1972,requesting a parking place on East Riverside Drive,was referred to the Public Safety Conunittee for their consideration. Exhibit A,Revision No.10,Contract No.14-06-700-6157,U.S.Bureau of Reclamation Purchased Power,was read in full to the Board of Trustees.Trustee N.T.Petrocine introduced the following resolution and moved it be passed and adopted: RE SO LU TI ON BE IT RESOLVED BY ThE BOAR]]OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: That the Mayor and Clerk are authorized and are hereby directed to sign U.S.Bureau of Reclamation Contract No.14-06-700-6157,Exhibit A,Revision No.10,Purchased Power. Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Robert E. A petition from several of the shop owners in Park Center Mall regard ing the Dark Horse and Post Office Parking Lots,was reviewed by the Board of Trustees.Mayor Harry B.Tregent referred this petition to the Public Safety Committee for their consideration. Mr.Lou Canaiy appeared before the Board and objected to the Town’s street surfacing program.
