Trustee Robert E.Wagner moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified Copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes” Trustees Robert E.Eurgess,H.Bernerd flannels,N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”none. Mesdames Patterson,Keck,Miller and Rick,representing the Women’s Club and Beta Kappa,ESA,appeared before the Board of Trustees and requested more attention to snow removal on the downtown sidewalks and parking lots.They also questioned the lack of dog control.The Mayor deferred discussion on this matter for later in the meeting when the same suggestions appear on the agenda. Representatives from R.V.Lord and Associates appeared before the Board and presented their ideas as to updating the Master Plan for the Town of Estes Park.It is estimated by Mr.Lord that the basic Master Plan would cost between $35,000 and $45,000.Mr.Lord and his Associates also recommended several other planning areas that could be added to the contract. Mr.Howard Stewart appeared before the Board representing Mr.Galen Parrack,owner of the Loveland Savings and Loan building.A building permit has been denied Mr.Parrack for the installation of a window on the west wall of the building.This denial was based upon the fact that the building code prohibits windows in buildings that have less than a five foot setback from the property line.Trustee N.T.Petrocine moved that,in accordance with Section 15.11 of the Municipal Code,Mr. Parrack be given a building permit to install this window as directed in his letter of September 28,1972,with the following provision: That at such time the vacant space imediately west of this building is built upon the window will be blocked in according to the code. A request from Joel Bacon for four 35 foot curb cuts in DeVille Sub Division off highway 7 was referred to the Town of Eetes Park by the state highway department.Mayor Harry B.Tregent referred this request to the Public Works Committee for their recommendation. Burgess moved the application be approved.Trustee Robert E.Wagner seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees N.T.Petrocine,Glenn Prosser, Rollen Sutter,Robert E.Wagner,Robert B.Burgess,II.Bernerd flannels. The Town Clerk submitted an application for renewal of a Beer,Wine and Spirituous Liquor License for sale in hotels or restaurants by the drink only,for Galco,Inc.,dba Old Gaslight Pub,260A Moraine Avenue,Estes Park,Colorado.Trustee Glenn Prosser moved the application be approved. Louis and Jean B.Canaiy submitted an application for a retail liquor store at 1650 Big Thompson Avenue,Estes Park,Colorado.Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COlORADO: That the filing date of the application for a new Retail Liquor Store License filed by Louis Canaiy and Jean B.Canaiy ciba Happy Indian Spirit Shoppe,is December 11,1972,and it is hereby ordered that a public hearing on said application shall be held in the Town Hal 1 on January 22,1973,at 7:30 P.M.,and that the neighborhood boundaries for the purpose of said application and hearing shall be the corporate limits of the Town of Estes Park,Colorado. The Board of Trustees continued the discussion on snow removal from sidewalks and parking lots.After considerable discussion Mayor Harry B.Tregent directed the Town Administrator to have the snow removed from the downtown sidewalks and parking lots number two and three. Mayor Tregent also directed the Public Works Committee to study some long range solution to the problem. The Town Administrator reported the revenue sharing check for the first half of 1972 in the amount of $5,082.00 was received. The Town Administrator and Town Engineer discussed the off-street parking requirements for new buildings with the Board of Trustees. Mayor Harry B.Tregent instructed the Public Works Committee to study this problem and make recommendations to the Board of Trustees.
