Minutes of the regular meeting held on September 13,1971,were read and
approved as read.
Mr.E.W.Humphrey appeared before the Board of Trustees on behalf of
General Code Publishers Corp.for the purpose of making his company’s
presentation to recodify the Town’s codes and ordinances.The General
Code Publishers proposal showed a basic cost of $5,800.00.Following
a general discussion regarding the advisability of recodifying the Town’s
ordinances,Trustee Glenn Prosser moved that the Town of Estes Park re
codify their Municipal Code and Ordinances.Trustee N.T.Petrocine
seconded the motion.Upon roll call the motion unanimously carried.
Mayor Ronald C.Brodie referred the various code company proposals to
the Town Attorney and Town Administrator for their recommendation to
the Board of Trustees.
Mayor Ronald C.Brodie proceeded to conduct a public hearing as adver
tised regarding the proposed rezoning of Lot 20,Bonnie Brae Addition
to the Town of Estes Park.It is proposed this property be rezoned from
the existing R-1 Residential District to R—2 Multiple Family District.
There were no persons present speaking in opposition to the rezoning.
Mr.and Mrs.Harry Howard and Mrs.John Mueller spoke in favor of the
rezoning.There were no written opinions filed with the Town regarding
the rezoning.Mayor Brodie declared the public hearing closed.
Trustee Gerald H.Brownfield introduced and the Town Clerk read in full,
the following entitled ordinance and Trustee Brownfield moved it be
passed on first and final reading:
AN ORDINANCE AMENDING SECTIONS 12.4-1 AND 12.4-2 OF TIE
MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO.
RELATING TO ZONING AND REZONING CERTAIN PROPERTY.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,N.T.Petrocine,Glenn Prosser,Marvin L.Steele,Harry B.
Tregent.Those voting “No”none.Whereupon Mayor Ronald C.Brodie
declared said ordinance duly passed and adopted and ordered it numbered
23-71 and published according to law.
Town Attorney Ernest C.Hartwell reviewed the request from the Town of
Windsor concerning their inclusion in the Six Cities Water arrangement.
After considerable discussion the Board of Trustees instructed the Town
of Estes Park representatives,Mr.Hartwell and Mr.Graves,to follow up
the Town of Windsor request and report back for further instructions.

Town Attorney Ernest G.Hartwell explained the legal technicalities
concerning the Recreation lease of a portion of Stanley Park.Mr.
Hartwell pointed out that the District had the right to exercise its
thirty year option at any time.The Towr Administrator was instructed
to contact Mr.Robert fliers,Manager of the Recreation District,to
discuss,informally,certain provisions the Town would like to have
included in the lease.
Mayor Ronald C.Brodie excused Trustee Gerald H.Brownfield from the
meeting.
Trustee N.T.Petrocine introduced and the Town Clerk read in full the
following entitled ordinance and Trustee Petrocine moved it be passed
on first reading:
AN ORDINANCE ANDING SECTION 18.9 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,RElATING
TO DOG KENNELS.
Trustee Harry B.Tregent seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees N.T.Petrocine,
Glenn Prosser,Marvin I.Steele,Harry B.Tregent.Those voting “No”
none.Whereupon Mayor Ronald C.Brodie declared said ordinance duly
passed on first reading.
As advertised in the Trail—Gazette the Town proceeded to open bids for
the disposal of the 1968 Plymouth two door sedan police car.One bid
was received in the amount of $362.55 from Mr.Alvin Fuqua.Trustee
N.T.Petrocine moved that the bid be rejected.Trustee Glenn Prosser
seconded the motion.Upon roll call the motion unanimously carried.
A letter,dated September 24,1971,from Mr.L.E.Allen,President of
Florida Central Academy,Inc.,regarding the desire to annex his property
in Fish Creek Park,was read to the Board of Trustees.Trustee Harry B.
Tregent moved that Mr.Allen be instructed on the proper procedure for
annexation.Trustee Marvin L.Steele seconded the motion.Upon roll
call the motion unanimously carried.
Trustee Glenn Prosser,Chairman of the Estes Park Planning Commission,
read the minutes of the meeting on September 23,1971.
Trustee Glenn Prosser introduced the following resolution and moved it *3
be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COLORADO:
That the exceptions included in the petition filed with the Estes
Park Planning Commission on September 23,1971,for the “Pinewood Acres
Resubdivision”be granted and that the following findings are hereby
made;

Trustee Marvin L.Steele introduced and the Town Clerk read in full,the

AN ORDINANCE ADOPTING THE BUDGET FOR THE TOWN OF
ESTES PARK,COLORADO,FOR TIE FISCAL YEAR BEGIN
NING ON THE 1ST DAY OF JANUARY,1972,AND ENDING
ON TIE lAST BAY OF DECEMBER,1972.ESTIMATING THE
AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAX
LEVY EASED ON THE SAID BUDGET SO ADOPTED;ESTI
MATING TIE AMOUNT OF MONEY TO BE DERIVED FROM
OTHER REVENUE SOURCES;AND SETTING FORTH TIE
TOTAL ESTIMATED EXPENDITURES FOR EACH FUND.
Trustee N.T.Petrocine seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees N.T.Petrocine,

first reading:
AN ORDINANCE LEVYING TAXES FOR THE YEAR 1972,TO
DEFRAY THE COSTS OF MUNICIPAL GOVERNMENT OF ESTES
PARK,COLORADO FOR THE FISCAL YEAR BEGINNING JANUARY
1,1972,AND ENDING DECEMBER 31,1972.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees N.T.Petrocine,

FISCAL YEAR BEGINNING JANUARY 1,1972,AND ENDING
ON THE LAST DAY OF DECEMBER,1972.

Whereupon Mayor Ronald C.Brodie declared said ordinance duly passed on
first reading.
yor Ronald C.Brodie called a special budget study session for September
29,1971,at 7:30 A.M.
The Board of Trustees discussed the situation developing by Cablevision
of Estes Park regarding their neglect to clean up abandoned television
cable.It was reported there have been occasions when the abandoned
cable has obstructed the public streets.Mayor Brodie will direct
correspondence to Cable vision of Estes Park regarding this situation
and urge them to rectify the problem inunediately.
There being no further business,it was regularly moved,seconded and
carried that the meeting adjourn.
