Minutes of the regular meeting held March 22,1971,were read and
approved as read.
Trustee Gerald H.Brownfield moved the following bills be allowed and
paid and the Clerk be authorized to draw warrants for same.(A Certified
copy of the bills read and allowed are on file in the office of the Town
Clerk under this date and made a part of the record of these proceedings
by reference thereto.)Trustee Henry 0.flannels seconded the motion.
Upon roll call the motion passed by the following votes.Those voting
“Yes”Trustees Gerald H.Brownfield,Henry U.flannels,N.T.Petrocine,
Glenn Prosser,Marvin L.Steele,Harry B.Tregent.Those voting “No”
none.
Mayor Brodie informed the Board that,Trustee Glenn Prosser,Town Admin
istrator Dale G.Hill and he had met with the Larimer County Commissioners
and Mr.Dwight Whitney,Director of Planning for Larimer County,and
discussed an arrangement in which the Town would make use of the Iarimer
County Planning Staff as a planning staff for the Town of Estes Park.
Mr.Whitney,Director of Planning for l.arimer County,outlined the pre—
liminary plans and reviewed the various services that could be rendered
to the Town of Estes Park.Trustee Glenn Prosser moved this planning
agreement as per the memorandum,dated April 8,1971,be approved.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
unanimously carried.
Trustee Harry B.Tregent introduced the following ordinance and moved it
be passed on second and final reading:
AN ORDINANCE AMENDING SECTION 12.4-5 OF THE MUNICIPAL
CODE OF ThE TOWN OF ESTES PARK,COLORADO,ThE SAME
PERTAINING TO ZONING.
Trustee Gerald H.Brownfield seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees
Gerald H.Brownfield,Henry D.flannels,N.T.Petrocine,Glenn Prosser,
Marvin I.Steele,Harry B.Tregent.Those voting “No”none.Whereupon
Mayor Ronald C.Brodie declared said ordinance duly passed and adopted
and ordered it numbered 5-71 and published according to law.
Trustee Gerald H.Brownfield introduced the following ordinance and
moved it be passed on first and final reading:
AN ORDINANCE AMENDING ORDINANCE NO.24-70 OF THE
TOWN OF ESTES PARK,COLORADO,AND CONCERNING A
SCHEDULE OF SALES TAX FOR THE SALES TAX IMPOSED
BY SAID ORDINANCE,SETTING FORTH THE APPLICABLE
BRACKETS FOR THE COLLECTION OF SAID TAX AND PRO
VIDING FOR A LICENSE FEE,A VENDOR’S FEE AND
IMPOSING PENALTIES.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,Henry U.Dannels,N.T.Petrocine,Glenn Prosser,Marvin L.
Steele,Harry B.Tregent.Those voting “No”none.Whereupon Mayor

Ronald C.Brodie declared said ordinance duly passed and adopted and
ordered it numbered 6—71 and published according to law.
Trustee Glenn Prosser introduced the following resolution and moved it
be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK,COIDEADO:
That the Mayor and Clerk are authorized and are hereby in
structed to sign the final subdivision plat of the Rough Resubdivision,
Lot 116,Al Fresco Place Addition to the Town of Estes Park,Colorado.
Trustee Henry D.flannels seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees
Gerald H.Brownfield,Henry P.Dannels,N.T.Petrocine,Glenn Prosser,
Marvin L.Steele,Harry B.Tregent.Those voting “No”none.
A request was submitted by Mr.Vic Walker to install a sidewalk located
near the south end of his building,the Park Center Mall.Trustee
Marvin L.Steele moved the application,as submitted,be denied.
Trustee Henry P.flannels seconded the motion.Upon roll call the motion
unanimously carried.
Trustee N.T.Petrocine,Chairman of the Public Safety Committee,re
ported on a Public Safety Committee meeting as itemized in the minutes
of March 30,1971,and moved the minutes,with the exception of the
paragraph regarding “PARADES”,be accepted.Trustee Harry B.Tregent
seconded the motion.Upon roll call the motion unanimously carried.
After considerable discussion regarding parades,Trustee Henry P.flannels
moved that the Town lift the ban on Saturday parades and allow the
Westernaires to parade at lOOO A.M.,Sunday,August 8,1971.Trustee
Harry B.Tregent seconded the motion.Upon roll call the motion unani
mously carried.
Trustee Harry B.Tregent,Chairman of the Light and Power Committee,r&
ported on a Light and Power Committee meeting as itemized in the minutes
of April 1,1971,and moved that the minutes be approved and adopted.
Trustee Gerald H.Brownfield seconded the motion.Upon roll call the
motion unanimously carried.
Leon H.Sweetland,Jr.,Superintendent of the Light and Power Department,
explained the need for the addition to the substation.Trustee Glenn
Prosser moved that the Mayor and Clerk be authorized and are hereby
instructed to sign the engineering agreement between the Town of Estes
Park and R.W.Beck and Associates for the design of the substation and
underground wiring.Trustee Harry B.Tregent seconded the motion.Upon
roll call the motion unanimously carried.

Trustee Marvin L.Steele,Chairman of the Public Works Committee,re
ported on a Public Works Committee meeting as itemized in the minutes
of April 2,1971,and moved the minutes be approved and adopted.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
unanimously carried.
Mr.Ron Reiland,Manager of the Estes Park Chamber of Commerce,spoke to
the Board regarding the “Western Justice”type program for Bond Park.
Mr.Reiland was instructed to detail the Chamber of Commerce request
and submit it to the Board of Trustees.
The minutes of the Board of Adjustment meeting held on April 5,1971,
were read by Chairman Henry 0.Dannels and,although it was not necessary,
Chairman flannels moved the minutes be accepted.Trustee Gerald H.Brown-
field seconded the motion.Upon roll call the motion unanimously carried.
Trustee Henry 13.flannels,Chairman of the Water Committee,reported on a
Water Committee meeting as itemized in the minutes of April 5,1971,and
moved that the minutes be approved and adopted.Trustee Marvin L.Steele
seconded the motion.Upon roll call the motion unanimously carried.
Trustee Gerald H.Brownfield,Chairman of the Code and Sanitation Committee,
reported on a meeting of this committee as itemized in the minutes of April
6,1971,and moved that the minutes be approved and adopted.Trustee
Marvin L.Steele seconded the motion.Upon roll call the motion unani
mously carried.
A driveway permit was submitted to the Board for the A &W Root Beer
Stand.This permit has been approved by the State Highway Department.
Trustee Gerald H.Brownfield moved the permit be approved subject to
the 24 foot exit being restricted to right turns only.Trustee Marvin
L.Steele seconded the motion.Upon roll call the motion passed by the
following votes.Those voting “Yes”Trustees Gerald H.Brownfield,
Henry D.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.Steele.
Those voting “No”Trustee Harry B.Tregent.
A driveway permit was submitted to the Board for the 7—11 Food Store.
This permit has been approved by the State Highway Department.Trustee
Harry B.Tregent moved that the permit be approved subject to the in
stallation of concrete curb and gutter according to the Town’s specifi
cations and the lot drainage be directed to Black Canyon Creek.Trustee
Marvin L.Steele seconded the motion.Upon roll call the motion unani
mously carried.

The Chamber of Commerce requested the use of the Council Room for their
regular Board of Directors meetings that will take place the first
Monday of each month.Trustee N.T.Petrocine moved this request be
granted.Trustee Gerald H.Brownfield seconded the motion.Upon roll
call the motion unanimously carried.

The application for a 6,000 gallon gas storage tank for the Standard
Station,251 W.Elkhorn Avenue,was tabled for further information.
A letter,dated April 12,1971,from the Estes Park Historical Museum,
was read to the Board of Trustees.Mr.Richard Pohly,President,spoke
to the Board of Trustees regarding this letter.Trustee Marvin L.Steele
moved that the museum budget be increased in the amount of $200.00 for
the year 1971 and that the Town arrange to have its janitorial service
clean the museum floor once each month through the 1971 season.Trustee
Gerald II.Brownfield seconded the motion.Upon roll call the motion
unanimously carried.
Mrs.Mabel Clark,a resident of East Riverside Drive,appeared before
the Board to complain about the large number of dogs running loose in
her area.Mayor Ronald C.Brodie assured Mrs.Clark that the Chief of
Police would be informed about her concern.
There being to further business,it was regularly moved,seconded and
carried that the meeting adjourn.

*It was suggested by the Board that the State Highway Department consider
some solution to the drainage problem in this area the same time that
curb and gutter is installed.
