Park,Lorimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Park

Absent:Trustee N.T.Petrocine
Minutes of the regular meeting held December 14,1970,were read and
approved as read.
Trustee Henry D.Dannels moved the following bills be allowed and paid
and the Clerk be authorized to draw warrants for same.(A Certified copy
of the bills read and allowed are on file in the office of the Town Clerk
under this date and made a part of the record of these proceedings by
reference thereto.)Trustee Gerald H.Brownfield seconded the motion.
Upon roll call the motion passed by the following votes.Those voting
“Yes”Trustees Gerald H.Brownfield,Henry D.Dannels,Glenn Prosser,
Marvin L.Steele,Harry B.Tregent.Those voting “No”none.
Trustee Harry B.Tregent moved that all Town purchasing shall be limitad
to actual Town of Estes Park items and services.No private person or
company shall be allowed to purchase through the Town of Estes Park.
Trustee Gerald H.Brownfield seconded the notion.Upon roll call the
motion unanimously carried.
An application for a retail fermented malt beverage license for Fred C.
and Margaret Ann Marsh,dba Die Alte Delikatessen,362 E.Elkhon Avenue,
was submitted to the Board of Trustees for their approval.This license
is currently held at this address by Joshua G.Houston,Jr.dba Round Up
Grocery and Delicatessen.The character reference reports were presented
to the Board of Trustees for their consideration.Mr.&Mrs.Marsh were
present at the meeting.Trustee Harry B.Tregent moved the application
be approved.Trustee Marvin I.Steele seconded the motion.Upon roll
call the motion passed by the following votes.Those voting “Yes”
Trustees Gerald H.Brownfield,Henry U.Dannels,Glenn Prosser,Marvin
L.Steele,Harry B.Tregent.Those voting “No”none.
The Estes Park Planning Conmiission minutes of December 15,1970 were
read to the Board of Trustees.The Board of Trustees proceeded to review
the suggestions made by the Planning Commission regarding Chapter 21 of
the Municipal Code.
Mayor Ronald C.Brodie directed the Town Administrator to contact the
Estes Park Realty Board so that they may review the proposed changes of
Chapter 21 prior to the next Planning Counuission meeting.
Glenn Prosser,Chairman of the Advertising and Public Relations Committee
reported on an Advertising and Public Relations Committee meeting of
December 16,1970,and moved the minutes be approved subject to changes
made subsequent to this meeting.Trustee Henry U.Dannels seconded the
motion.Upon roll call the motion unanimously carried.
Trustee Gerald H.Brownfield introduced the following resolution and
moved it be passed and adopted:

RESOLUTION
BE IT RESOLVED BY THE BOAR])OF TRUSTEES OF THE TOWN OF ESTES
PARK,COLORADO:
RESOLVED:That it is the intention of the Board of Trustees
that if the sales tax proposed by Ordinance No.24—70 is approved by
the voters at the special election to be held on February 23,1971,that
the Town ad valorem tax assessment be reduced by 4 mills;that the pro
posed rate increase in water rates be 20%instead of 42.1%as originally
planned;that the planned $600,000.00 water bond issue shall be scheduled
for ten years rather than twenty years;that the sales tax license fee
shall be $1.00;and that the proceeds from the sales tax shall be used
for capital improvements or other municipal needs as shall be determined
by the Board of Trustees.
Trustee Marvin L.Steele seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees
Gerald H.Brownfield,Henry D.Dannels,Glenn Prosser,Marvin L.Steele,
Harry B.Tregent.Those voting ‘No”none.
The proposed advertising agreement between the Town of Estes Park and
The Estes Park Chamber of Conunerce for the year 1971 was read in full
to the Board of Trustees.Trustee Glenn Prosser moved that the Mayor
and Clerk be authorized and are hereby directed to sign this agreement.
Trustee Harry B.Tregent seconded the motion.Upon roll call the motion
unanimously carried.
Trustee Harry B.Tregent,Chairman of the Light and Power Committee,
reported on a committee meeting as itemized in the minutes of December
21,1970,and moved the minutes be accepted.Trustee Gerald H.Brownfield
seconded the motion.Upon roll call the motion unanimously carried.
Mr.&Mrs.Joe Tedder were present and complained about low electric
voltage at their residence on Highway 36.Trustee Harry B.Tregent
assured Mr.&Mrs.Tedder that this problem will receive the depart
ments’attention immediately.
Trustee Henry B.Dannels,Chairman of the Water Conunittee,reported on
a conunittee meeting as itemized in the minutes of January 4,1971,and
moved the minutes be accepted.Trustee Marvin L.Steele seconded the
motion.Upon roll call the motion unanimously carried.
A letter from the Mountain Gazette,dated January 2,1971,regarding the
legal status of the Estes Park Trail,was read to the Board of Trustees.
A letter,dated January 7,1971,from Robert A.Theobold,Counsel for the
Colorado Press Association,regarding the legal status of the Estes Park

Trail,was read to the Board of Trustees.A letter,dated January 11,
1971,from the Mountain Gazette regarding the legal status of the Estes
Park Trail,was read to the Board of Trustees.Upon the advise of the
Town Attorney,the Town will publish its legal publications in both
newspapers until such time as this problem has been resolved.
There being no further business,it was regularly moved,seconded and
carried that the meeting adjourn.
