HomeMy WebLinkAboutRESOLUTION 14-92n C RESOLUTION 14-92 WHEREAS,the General Election Ballot for November 3,1992 contains the proposed “Amendment #1”to the State Constitution, also known as the “Bruce Amendment”,or the “Taxpayers Bill of Rights”;and WHEREAS,provisions in the proposed Amendment #1 limit future Town revenue and expenditure growth to a percentage increase based upon the Denver—Boulder Consumer Price Index plus local growth, unless additional revenue is approved at an election;and WHEREAS,in the opinion of the Board of Trustees,the election process specified in Amendment #1 is unwieldy,unresponsive,and unnecessarily complex and expensive;and WHEREAS,in the opinion of the Board of Trustees the long-term effects of this amendment will be a significant loss of revenues and a correspondingly lower level of expenditures,resulting in a decrease of local services,loss of financial flexibility,and possible impairment of the Town’s credit rating;and WHEREAS,legal and accounting questions raised by the language of the amendment will necessitate lengthy and costly interpretations by the courts. NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK: The Board of Trustees of the Town of Estes Park officially opposes adoption of Amendment #1,and urges all electors of the Town of Estes Park to vote “No on #1”on election day.
