HomeMy WebLinkAboutRESOLUTION 12-0200RESOLUTION12-02DECLARINGTHEESTESPARKBOARDOFTRUSTEESSTATEMENTOFCOMPLIANCEWITHHB0182-1006,CONCERNINGTHEMANDATORYADOPTIONOFLOCALGOVERNMENTMASTERPLANS.WHEREAS,intheSecondExtraordinarySessionof2001,theColoradoGeneralAssemblypassedHB01S2-1006,requiringcertainmunicipalitiesandcountiestoadoptmasterplans,alsoknowascomprehensiveplans,forthedevelopmentoftheircommunities;andWHEREAS,HB01S2-1006alsorequiresthateachsuchplancontaina“recreationalandtourismelement,”pursuanttowhichthemunicipality“shallindicatehowitintendstoprovidefortherecreationalandtourismneedsofresidentsofthemunicipalityandvisitorstothemunicipalitythroughdelineatedareasdedicatedto,withoutlimitation,hiking,mountainbiking,rockclimbing,skiing,crosscountryskiing,rafting,fishing,boating,hunting,andshooting,oranyotherformofsportsorotherrecreationalactivity,asapplicable,andcommercialfacilitiessupportingsuchuses;”andWHEREAS,theTownofEstesParkadoptedacomprehensiveplanonDecember17,1996,entitledthe“EstesValleyComprehensivePlan,”datedNovember8,1996alsoknownasthe“EstesParkDirectionsandtheFutureLandUsePlan”datedDecember16,1996;andWHEREAS,theTown’splanaddressestherecreationandtourismrequirementofHB01S2-1006inthefollowingmanner:Chapter4oftheplan,LandUse,providesaccommodationsandtouristzoningfortosupporttheexistingandfutureexpansionofthetourismindustryinEstesPark.Chapter5oftheplan,MobilityandCirculation,containsalongrangeplanforhikeandbiketrails.Chapter6oftheplan,CommunityWidePolicies,establishespoliciesencouragingoutdoorpublicopenspaces,developingacomprehensiveandintegratedtrailsystemthroughouttheEstesValley,extendingthedowntownRiverwalk,encouraginglinkagesbetweentheRockyMountainNationalParkandtheTown,developingecotourism,andsustainingandsupportingtheexistingtourismindustryandmarketingprograms.Chapter7oftheplan,ActionPlan,identifiesactionssuchasestablishinganopenspaceandpreservationfundingmanagementprogram,developingaRockyMountainNationalParksignage/informationsystem,implementingatravelerinformationsystem,developingaValley-widetrail 00 CCsystem,completingRiverwalk(west),expandingBondPark,creatingalinkfromEastElkhorntotheLakePath,preparingandimplementingtheKnollmasterplan,andacquiringlandforBigThompsonopenspace.andWHEREAS,thisinformationprovidedintheTown’sexistingplandescribeshowtheTownintendstoprovidefortherecreationalandtourismneedsofbothresidentsoftheTownandvisitorstotheTown.NOW,THEREFORE,BEITRESOLVEDbytheBoardofTrusteesoftheTownofEstesPark,Colorado,that:1.TheTownherebyfindsanddeclaresthatitisincompliancewiththerequirementsofHB0152-1006requiringarecreationandtourismelementinitsmasterorcomprehensiveplan.INTRODUCED,READANDADOPTEDbytheBoardofTrusteesthis_ ___ _ ___ _dayof __ _ __ __ _ __ __ _ ,2002.TOWNOFESTESPARKATTEST:TownClerk 00
