RESOLUTION 17-11
CCRESOLUTIONNO.17-11WHEREAS,Chapter2.28oftheMunicipalCodeprovidesfortheappointmentofaTownAdministratorandsetsoutthefunctionsanddutiesoftheTownAdministrator;andWHEREAS,onJanuary1,2012,thepositionofTownAdministratorwillbevacant;andWHEREAS,theBoardofTrusteeshasinitiatedtheprocesstoselectanewTownAdministrator;andWHEREAS,onNovember22,2011,theBoardofTrusteesappointedLowellRichardson,AssistantTownAdministrator,astheInterimTownAdministrator;andWHEREAS,itisnecessarytodefinetheterm,jobresponsibilities,salary,andbenefitsoftheInterimTownAdministratorfortheinterimappointment.NOWTHEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKasfollows:1.Term.ThetermoftheappointmentoftheInterimTownAdministratorshallbefromJanuary1,2012untilJune30,2012,untilthenewTownAdministratorhascommencedthedutiesofTownAdministrator,oruntilfurtheractionoftheBoardofTrustees,whicheverfirstoccurs.2.SalaryandBenefits.Duringtheinterimperiod,theAssistantTownAdministrator’ssalaryshallbeincreased$537.00permonthascompensationforhisdutiesasInterimTownAdministrator.Allothercurrentbenefitsincluding,butnotlimitedto,health,visionanddental,vacationandsickleave,pensionandautomobileallowanceshallcontinueduringtheinterimappointment.3.ReturntoCurrentSalary.Uponterminationoftheinterimappointment,theInterimTownAdministrator’ssalaryshallreturntotheAssistantTownAdministratorrateasofJanuary1,2012.Theeffectivedateofthisadjustmentshallbethestartofthepayperiodimmediatelyfollowingtheendoftheinterimappointment.4.JobResponsibilities.TheInterimTownAdministratorshallberesponsibleforallthefunctionsanddutiessetforthintheTownAdministrator’sjobdescriptionandasfollows: CCa.TheInterimTownAdministratorshallmaintainthecurrentstatusoftheorganization.Currentstatusshallincludetrainingprogramsforstaff,capitalimprovementpoliciestosupporttheCAMP,shuttlesystemmethodologiesthatinvolvecommunitymembers,anddepartmentoperatingplansoutliningservicesprovided.NomajorchangesinstaffotherthandisciplinaryactionspursuanttotheTownsPersonnelPolicyManualorpoliciesoftheTownshalloccurduringtheinterimappointment.b.TheInterimTownAdministratorshallworkoncompilinginformationforthenewTownAdministratoroncriticalissuesofTownadministrationincluding,butnotlimitedto,budget,organizationalchart,assessmentoforganization,currentpolicies,staffinglevels,standardoperatingpracticesandcurrentissues.c.TheInterimTownAdministratorshallidentifyandcreatealistofshortandlong-termissuesthenewTownAdministratormayfaceuponassumptionofhis/herdutiesasTownAdministrator.ci.Uponterminationoftheinterimappointment,theAssistantTownAdministratorshallreturntohispreviousdutiessetforthintheAssistantTownAdministrator’sjobdescription.Datedthisotdayofc1e,2011.ATTEST:çwnClerklItb
