RESOLUTION37-192020PARKINGFEESWHEREAS,theBoardofTrusteesoftheTownofEstesParkhasadoptedOrdinance30-19authorizingtheimplementationofseasonaldailyparkingfeesonNovember12,2019;andWHEREAS,theBoardofTrusteesintendstoreviewtheratesandseasonalapplicabilityofparkingfeesonanannualbasisforconsistencywithitsparkingmanagementobjectives;andWHEREAS,itisnecessarytodetermineparkingfeesforplanningandbudgetingpurposessoasnottoimpairthecontinuityofoperationsfortheTownsPublicWorksDepartmentParkingandTransitDivision.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:1.TheparkingfeesinEstesParkshallbeimplementedandenforcedforthe140-day(20week)visitationseasoncommencingonMondayJune1,2020andterminatingonSundayOctober18,2020.2.Dailyparkingfeesshallbe$2.00perhourbetweenthehoursoflOamand6pm,sevendaysperweek.3.Dailyparkingfeesshallbecollectedfor605parkingstalls(28%of2,174totalstallsavailablesystem-wideand59%ofthe1,022stallslocatedinthedowntowncore)inthesevenpublicparkinglotsasfollows:theTownHallparkinglot(201ofthe281stalls),EastRiversideparkinglot(41of44stalls),Riversideparkinglot(91of94stalls),Weistparkinglot(92of141stalls),PostOfficeparkinglot(91of99stalls),Tregentparkinglot(16of17stalls)andBondParkparkinglots(73of76stalls).TheParking&TransitManagershalldeterminewhichspecificstallswithintheselotsshallbedesignatedaspaidparkingstalls,consistentwiththesetotals,andshallensurethattheyareconspicuouslysodesignated.4.Dailyparkingfeesshallnotapplytothe27stallsmarkedfordisabledpersonsintheseparkinglots:TownHall(10staBs),PostOffice(4stalls),BondPark(3stalls),Tregent(1stall),Weist(4stalls),Riverside(2stalls),andE.Riverside(3stalls). 5.Dailyparkingfeesshallnotapplytothespacescurrentlyreservedforaccesstocivilservicesintheseparkingareas:TownHall(3),PostOffice(4)andtheLibrary(7).6.DailyparkingfeesshallnotapplytospacesreservedforusebymarkedvehiclesonofficialbusinessintheTownHallparkingarea.Currentreservedspacecountsfor2020are:PoliceReserved(22)andTown/LibraryStaffReserved(9).TheParking&TransitManagermayadjustthesecountsasnecessaryforoperationalpurposes,byadjustingthecountsdescribedinparagraph3above.7.DailyparkingfeesshallnotbechargedtovisitingpublicofficialstravelingonofficialbusinessinmarkedvehiclesandparkingintheTownHallparkinglot.8.ThetwospacesmarkedasdesignatedforelectricvehiclesintheTownHallparkingareashallcontinuetobegovernedinaccordancewithadoptedTownpolicies.9.TheTownBoardintendsatalaterdatetosetfeesforpermitsexemptingpaymentofhourlyparkingfeesforuseofpaidparking.Nosuchpermitsmaybegranteduntilsuchtimeasthepermitfeesareestablished.10.Theresolutiontobeinfullforceandeffectfromandafteritspassageandapproval.DATEDthis_____dayofL4-L4n2-tC.2019.TOWNOFTESPARKMayorATTEST:—ppToi’nClerk
