RE: Ordinance XX-15 Amending 10.16.010
Objective:
Amend the current Municipal Code 10.16.010 as it pertains to recreational vehicle
parking time allotment.
Present Situation:
Currently the ordinance limits recreational vehicles parking in excess of eighteen (18)
consecutive hours.
Proposal:
The police department has received requests from residents to extend the amount of

Advantages:
This allows those individuals that use recreational vehicles additional time to park
these vehicles.
Disadvantages:
None that are apparent.
Action Recommended:
Recommend Board Approval of the Ordinance XX-15 to amend Municipal Code
10.16.010 and set for Consent Agenda June 23, 2015 at Town Board.
Budget:
No budgetary impact.
Recommended Motion:
I recommend approval of the Ordinance XX-15 and placed on the Consent Agenda of
the Town Board on June 23, 2015.

Town Administrator Lancaster
From: Chief Wes Kufeld
Date: June 11, 2015
RE: Ordinance XX-15 Amending 9.18.20 of the Municipal Code
Objective:
Amend the current Municipal Code 9.18.20 as it pertains to bicycles in Town parking
lots.
Present Situation:
Currently the ordinance prohibits bicycles traveling through parking lots throughout the
Town’s municipal parking lots and the Town’s Transportation Center.
Proposal:
Since the Town promotes a bike friendly atmosphere, staff proposes to amend the
current Municipal Code to permit bicycles to travel through Municipal parking lots and
transportation center. Bicycles will continue to be prohibited along sidewalks, the
Riverwalk and specific locations as the Municipal Code states.
Advantages:
People are using bicycles as transportation throughout the town and lifting the
restrictions of parking lot access to the cyclists would be beneficial to those
choosing that route of transportation. Also, helps with the parking situation if
people are able to commute with a bicycle.
Disadvantages:
Motorists being aware of possible increased bicycle traffic.
Action Recommended:
Recommend Board Approval of the Ordinance XX-15 to amend Municipal Code 9.18.20
and set for Consent Agenda June 23, 2015 at Town Board.
Budget:
No budgetary impact.
Recommended Motion:
I recommend approval of the Ordinance XX-15 and placed on the Consent Agenda of
the Town Board on June 23, 2015.

LIGHT & POWER DEPARTMENT Memo
To: Public Safety, Utilities & Public Works Committee
Town Administrator Lancaster
From: Joe Lockhart, Light & Power Line Superintendent
Date: June 11, 2015
RE: L&P 1-Ton Duty Truck Purchase
Objective:
Obtain approval for the purchase of a 1-ton duty truck to replace truck #38.
Present Situation:
Light & Power’s truck #38 is a 2007 GMC 3500 duty truck which has 125K miles on the
odometer and it is eight years old. It is within the replacement parameters of the time
and operation cost, i.e. replacement type five years or 50K miles. This will be the truck
only, not the bed. We are still waiting for design and quotes for the utility bed.
Quotes were received from three vendors as follows:
Markley Motors, Inc., Fort Collins
Base Price for GMC 3500 Sierra-$35,748
Spradley Barr, Fort Collins
Base Price for Ford F350- $39,870
Fort Collins Dodge, Fort Collins
Base Price for Dodge Ram 3500- $43,427
Proposal:
We propose to accept the low bid for the GMC 3500 Sierra from Markley Motors.
Advantages:
The new truck will improve reliability of the equipment and the work efficiency of our line
crew.
Disadvantages:
None.
Action Recommended by Staff:
Staff recommends approval of the purchase of the GMC 3500 Sierra from Markley
Motors (truck only) for the base price of $35,748.
Page 2
Budget:
This is a planned and budgeted purchase. The Vehicle Replacement Fund, account
number 635-7000-435.34-42, contains $75,000 for the replacement of this truck.
Level of Public Interest:
Low, as not many of our customers follow the types of trucks L&P uses for power line
construction and repair.
Sample Committee Recommendation:
I recommend approval of the purchase of the GMC 3500 Sierra to the Town Board, to
be included on the Consent Agenda at the June 23, 2014 Town Board meeting.
LIGHT & POWER DEPARTMENT Report
To: Public Safety, Utilities & Public Works Committee
Town Administrator Lancaster
From: Reuben Bergsten, Utilities Director
Date: June 11, 2015
RE: Prospect Mountain Water Company
Objective:
To inform the PUP Committee of the activities surrounding the Prospect Mountain
Water Company Chapter 7 bankruptcy.
Present Situation:
Prospect Mountain Water Company (PMWC) is a private utility regulated by the
Colorado Public Utilities Commission (PUC) and bound to regulatory requirements of
the Colorado Department of Public Health and Environment, Water Quality Control
Division (CDPHE/WQCD). PMWC serves drinking water to approximately 136 accounts
in the Venner Ranch, Upper Venner Ranch, Koral Heights and Little Prospect Mountain
areas.
On April 22nd Prospect Mountain Water Company filed for Chapter 7 bankruptcy. The
Bankruptcy Trustee has taken over operations of PMWC to ensure continued service to
the customers. All invoices for bulk water from the Town will continue to be paid. The
PUC continues to regulate the company.
Along with PMWC there are ten other private water systems in the Estes Valley, six of
which the Town supplies drinking water in addition to PMWC. These types of systems
require an organization with a minimum capacity of Technical, Managerial and Financial
(TMF) ability to deliver drinking water. The TMF burden continues to increase over time
with regulatory and infrastructure requirements. The other ten private water systems
are:
1. Hondius Water
2. Park Entrance Mutual Pipeline
3. Windcliff Estates
4. John Timothy Stone Cliff
5. Spruce Lake RV Park
6. The YMCA (emergency connection only)
7. Marys Lake Campground (we supply augmentation water for them)
8. East Portal Campground
9. Cheley Camp (we supply augmentation water for them)
10. Rocky Mountain National Park
Over the past ten years, the Town has been approached by Prospect Mountain Water
Company on a number of occasions to take over their system. We expect to be
approached again in the near future.
Utilities Department Report
To: Public Safety, Utilities & Public Works Committee
Town Administrator Lancaster
From: Linda Swoboda, Flood Recovery Project Manager
Date: June 11, 2015
RE: Flood Recovery Projects
Objective:
To inform the PUP Committee of flood recovery progress.
Present Situation:
Three general areas remain under construction: Fish Creek, Windcliff and Glen Haven.
Fish Creek
The contractor has finished two of the six stream crossings, Whispering Pines Drive and
Scott Avenue. The four remaining stream crossings are Brook Drive, Country Club
Drive, “The 11th Hole” and Brodie Avenue. All of the stream crossings have both power
and water utilities except at Country Club Drive which is water only. The work is behind
schedule, however, as an additional 18 days were added to the schedule due to
weather and change orders. Utilities have three change orders to date increasing costs
by $7,893.
Windcliff
The project began in early June and it is progressing well. We are performing the work
with our own Light and Power crew. We anticipate the work to be completed mid-
summer of 2015.
Glen Haven
Glen Haven has been subdivided into three separate projects:
1. Fox Creek
• The work began in late April and is expected to be finished late
this summer.
2. North Fork
• Work in this area started in the fall of 2014 and finished late April of
2015.
3. CR 43 (Downtown Glen Haven to the end of our line approximately three miles
beyond Glen Haven)
• CR 43 work is currently in design phase and is dependent upon the
progress of the road work scheduled to be completed November of
2015. Light and Power is working on alternative solutions to eliminate
dependency on the road work schedule and we anticipate our work will
be completed late this year or early next year.
