We are seeing an increase in the more serious complex cases. The attached report provides a before-and-after look at conditions impacting the Town’s raw water supply from the CBT and Windy Gap project. Budget: N/A Recommendation: N/A Town of Estes ParkWater Supply OutlookApril 2013 “Rescue Storm” ImpactsCredit to PRPA Staff for Much of This Information The Fraser River supplies  the Windy Gap Reservoir. The Fraser River water shed includes Winter Park. This is in the Upper Colorado Headwaters. Before the Storm – April 1st•Severe drought conditions persist similar to 2012 with more of the same forecasted.•Snow water content of the Upper Colorado River basin was 76% of average.•C‐BT quota was set at 60% on April 12th, and potential for increase was minimal.•Windy Gap pumping outlook was minimal. Public Works Director Kevin McEachern, Public Works Operations Manager Justin Kearney, Streets Foreman Date: May 9, 2013 RE: 2010 John Deere 672 Motor Grader Background: The 2013 Budget includes $130,000 for replacement of the 1985 Champion Grader for the Streets Division. This piece of equipment will be used mainly for shoulder work, ditch work, snow removal, gravel roads and fine grading for arenas at the Fairgrounds. . Quotes were received from three vendors and are as follows: Power Equipment - Volvo Denver, CO $146,358.00 Colorado Machinery - John Deere Fort Collins, CO $133,364.82 Wagner Equipment – CAT Windsor, CO $204,933.28 It was determined by Public Works staff that the best value for this equipment was a 2010 John Deere Grader with 1800 hours. Colorado Machinery was the lowest bidder with a superior grader than the standard type equipment and a trade-in value of $15,000.00 for the Town’s Champion Grader. Quote specifications are attached for reference. Budget: $130,000.00 / 635-7000-435-34-42 / Vehicle Replacement Fund Recommendation: I recommend to the Town Board the purchase of the 2010 John Deere 672 Motor Grader from Colorado Machinery, Fort Collins, CO, for the cost of $133,364.82, to be included on the Consent Agenda at the May 14th, 2013 Town Board meeting. Public Works Director Kevin McEachern, Public Works Operations Manager Justin Kearney, Streets Foreman Date: May 9, 2013 RE: 2013 John Deere 344J Loader Background: The 2013 Budget includes $120,000.00 for replacement of the 1997 John Deere 344G Front End Loader.for the Streets Division. The replacement loader will be used for loading salt/sand during weather events and stacking and maintaining materials and debris at the Public Works yard. This loader will also be utilized at the Fairgrounds for special events in the summer months. Quotes were received from three vendors and are as follows: Power Equipment - Volvo Denver, CO $92,343.00 Colorado Machinery - John Deere Fort Collins, CO $89,809.10 Wagner Equipment – CAT Windsor, CO $95,669.91 Colorado Machinery – John Deere was the lowest bidder. This price includes a trade-in value of $15,500.00 for the 1997 John Deere 344G Front End Loader and will give the Town a savings of $30,190.90. Quote specifications are attached for reference. PUBLIC WORKS Memo To: Public Safety, Utilities and Public Works Committee Town Administrator Lancaster From: Scott Zurn, PE, Public Works Director Kevin Ash, PE, Public Works Civil Engineer Date: May 9, 2013 RE: Award Construction Contract for Fairgrounds Irrigation System Background: Public Works has received bids for installation of an irrigation system at the Stanley Park Fairgrounds. The project will provide mainline irrigation service for the entire Fairgrounds. The irrigation system is sized to handle the current use and future approved concept uses. Included with this memo is the Irrigation Master Plan that shows the entire system that will be installed with this project. The project was advertised for public bid on April 3rd, 2013, and a bid opening was held on April 17th. 2 firms responded with the following results: Firm Name Base Bid ($) Urban Farmer, Inc. $122,953.88 Alpine Gardens, Inc. $130,134.27 Staff evaluated the submitted bids and is making a recommendation for award to Urban Farmer, Inc. It has been determined that this is the lowest responsible bidder. Schedule: Pending approval from the Town Board on May 14th, a Notice To Proceed will be issued to the contractor. Mobilization and construction will begin the week of May 20th. A 4- week construction schedule is planned. Budget: Urban Farmer, Inc. has provided a total bid of $122,953.88. Adding a 10% contingency ($12,295.39) to this bid gives us a not-to-exceed budget of $135,249.27. This project is budgeted in the Community Reinvestment Fund as a 2013 Project entitled “Transportation Hub Irrigation”. Pending Town Board approval, a contract will be executed with the selected bidder. Recommendation: I recommend award of the Fairgrounds at Stanley Park – Irrigation System Construction Contract to Urban Farmer, Inc., with a not-to-exceed fee of $135,249.27, to be included on the Consent Agenda at the May 14th Town Board meeting.
