ORDINANCE NO.17-11
AN ORDINANCE OF THE TOWN OF ESTES PARK
AMENDING THE INTERNATIONAL BUILDING CODE,2009 EDITION
ADOPTED BY THE TOWN IN CHAPTER 14.12 OF THE MUNICIPAL CODE
RELATING TO AUTOMATIC SPRINKLER SYSTEMS
WHEREAS,the Town of Estes Park has adopted the International Building
Code,2009 Edition,as more fully set forth in Section 14.12.010 of the Municipal Code;
and
WHEREAS,the Board of Trustees of the Town of Estes Park has determined it is
in the best interest of the Town to amend certain sections of the International Building
Code,2009 Edition,relating to automatic sprinkler systems as set forth in this
Ordinance.
NOW THEREFORE,BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE TOWN OF ESTES PARK,COLORADO:
Section 1.The International Building Code,2009 Edition,as adopted and
referenced in Section 14.12.010 of the Municipal Code shall be amended as set forth on
Exhibit NA”attached hereto and incorporated herein by this reference.
Section 2.This Ordinance shall take effect and be enforced thirty (30)days
after its adoption and publication.

[F]903.2 Where required.Approved automatic sprinkler systems in new
buildings and structures shall be provided in the locations described in Sections
903.2.1 through 903.2.12.
Amend the 2009 IBC,Section 903.2 by adding the following statement:
Approved automatic sprinkler systems in new buildings in specific zone districts
and in specific developments shall be provided as described in Section 903.2.13.
Amend the 2009 IBC,Section 903.2 by adding Section 903.2.13 as follows:
903.2.13 Specific Zone Districts and Specific Developments
903.2.13.1 Specific Zone Districts
In the CD—Commercial Downtown zone district and in all non-residential zone
districts which allow zero setbacks from any property line,all new buildings
shall be protected with NFPA 13 compliant automatic sprinkler systems.New
buildings include initial development and re-development (demolition and
rebuild).The provisions of this amendment are in addition to and do not
exempt any requirements for automatic sprinkler systems contained in this
code.
903.2.13.2 Specific Developments
New buildings containing residential uses which are part of development
plans approved prior to the adoption of the 2009 International Building
Codes shall be exempt from new requirements for automatic sprinkler
systems,when they comply with all the following conditions as of the date
of adoption of this amendment.
1.Water service infrastructure has been installed,
2.At least one building permit has been issued,
3.The residential use buildings are detached,non-mixed-use buildings,
containing no more than four units or are constructed as townhouses if
they contain more than four units,
4.The residential use buildings approved with the development plans are
not modified in a manner that increases the number of residential units
in a building,and
5.The approved development plan is not granted a time extension,after
adoption of this amendment.
This amendment is also applicable to buildings regulated by the International
Residential Code;and,is an amendment to subsection R313.1 of the 2009
International Residential Code.
