AN ORDINANCE AMENDING TITLE 17 OF THE
MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO,RELATING TO ZONING DISTRICTS.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN
OF ESTES PARK,COLORADO:
Section 1.That Section 17.12.010 of the Municipal
Code of the Town of Estes Park,Colorado,is hereby amended
by adding thereto the following:
DR developing resource district.
Section 2.That Title 17 of the Municipal Code of
the Town of Estes Park,Colorado,is hereby amended by adding
thereto the following:
DR DEVELOPING RESOURCE DISTRICT
Boundaries.The boundaries of the DR developing re
source district shall be as set forth in this section.In
cluded within the DR developing resource district shall be
the following described lands:Reserved
Permitted uses.1.Uses permitted by right:None.
2.Uses permitted by special review:
a.Woods,forest,natural scenic area,farm,
meadow and garden uses only;provided no permanent structures
are erected thereon that permanently preclude the extraction
of commercial mineral deposits by an extractor from the land
subject to said use.
b.Stands for the sale of products produced on
the premises;provided no permanent structures are erected
thereon that permanently preclude the extraction of commercial
mineral deposits by an extractor from the land subject to said
use.
c.Greenhouses,turf and sod farms,and nur
series;provided sales are limited to products produced on the
premises;and further provided no permanent structures are

erected thereon that permanently preclude the extraction of
commercial mineral deposits by an extractor from the land
subject to said use.
d.Garden supply centers operated in conjunction
with a nursery or greenhouse;provided no permanent struc
tures are erected thereon that permanently preclude the ex
traction of commercial mineral deposits by an extractor from
the land subject to said use.
e.The extraction of limestone used for con
struction purposes,coal,sand,gravel and quarry aggregate;
provided all mining,extracting and quarrying is in confor
mance with any master plan for extraction adopted by the
town of Estes Park,Colorado;and further provided dust,
fumes,odors,smoke,vapor,noise anc vibration shall be con
fined within the property boundary lines.
f.Essential public utility and public service
installations and facilities for the protection and welfare
of the surrounding areas;provided business offices or repair
facilities are not included;and further provided no perma
nent structures are erected thereon that permanently preclude
the extraction of commercial mineral deposits by an extractor
from the land subject to said use.
g.Recreation uses;provided no permanent struc
tures are erected thereon that permanently preclude the ex
traction of commercial mineral deposits by an extractor from
the land subject to said use.
Section 3.The board of trustees of the town of Estes
Park,Colorado,herewith finds,determines and designates that
this ordinance is necessary for the immediate preservation of
the public peace,health and safety,for zoning affects the
public peace,health and safety;and whereas,in the opinion
of the board of trustees,an emergency exists,this ordinance

shall take effect and be in force five (5)days after its
final passage,adoption and publication.
